UW Extension, Arts and Culture Committee

Minutes of the Regular Meeting

January 8, 2014

Members present:  Judy Ashford, Wally Czuprynko, Mark “Smooth” Detter, John Dietz, Donna Stehling

Members absent:   None

Guests Present:      None

UWEX Staff Present:   Matt Hanson, Jenny Erickson, Sue Nagelkerk, Katie Pfeiffer, Meg Sage, Phyllis Both, Lisa Wenzel and John Exo

Call to Order

            The meeting was called to order at 9:03AM by Chair Ashford.

Certification of Open Meeting Notice

            Requirements of the Open Meeting Law were met.

Approval of Agenda

Motion made by Dietz, second by Czuprynko to approve the agenda.  Motion carried.

Approval of Minutes of Last Meeting

Motion made by Czuprynko, second by Stehling to approve the minutes of the regular meeting of December 11, 2013.  Motion carried.

Public Comment: None

Communications:

• Judy Ashford shared the Wisconsin Counties Edition which featured the history of 4-H.  Meg Sage would like several copies to share with 4-H volunteer leaders.

Review Budget and Approval of Vouchers:

UW Extension:    Erickson stated that budget is under due to vacant Ag and 4-H position salaries.  Motion was made by Dietz, second by Stehling to approve the vouchers for the month of December, 2013 in the amount of $3,538.54.  Motion carried.

Arts & Culture:  There are no vouchers for December or budget updates that are out of the ordinary.  Motion was made by Stehling, second by Detter to approve the pre-paid vouchers for the month of January 2014 in the amount of $150.00.  Motion approved.

UW Extension, Arts & Culture Updates/Reports:

Report to Committee on WNEP Coordinator Hiring:  Matt Hanson gave update:  An offer was made, but turned down by the one candidate that interviewed for the WNEP Coordinator position.  An extended recruitment is in the process of being organized, but it still is depending on the status of the passage of the federal Farm Bill which could eliminate the position.  Committee recommended to Hanson that the position recruitment be postponed until the Farm Bill is resolved and there is more certainty; more definitive answers regarding the Farm Bill will  also attract a better applicant pool.

UW Extension Administrative Support Staffing Needs due to Medical Leave:  Erickson stated that one of UWEX’s Administrative Support staff is on medical leave for an extended amount of time, which leaves the department short staffed.  Erickson states there is some funding available in the budget to cover the salary of a part-time, temporary employee for several weeks.  However, the committee feels we are in a situation that demonstrates need.  Ashford will discuss with Chair Krueger and Kathy Schauf to see if there are any alternatives for funding.

Discussion and Possible Action on Request of out-of-state travel and expense reimbursement for Katie Pfeiffer to attend Driftless Region Beef Conf. in Dubuque, IA, on January 30-31, 2014

Request withdrawn.

Discussion and Possible Action on Request for out-of-state travel for Jenny Erickson to attend the NELD program, dates and locations listed on committee materials

Erickson stated none of the funding comes from Sauk County accounting for the NELD program.  Motion by Czuprynko, second by Detter to approve any NELD program out-of-state travel for Erickson.  Motion approved.

Discussion on possible involvement of UWEX office on a Homeless Study (mentioned at 11/12/13 County Board meeting)

Nagelkerk updated committee and has discussed the homeless study with Bill Orth Human Services.  UW Extension will continue to offer its services to Human Services as needed.

Agents Monthly Reports – 2013 Review

Extension staff presented a power point reviewing programs and services provided for 2013. All staff was available to answer questions and present their programming and services.   2014 goals were also discussed.  Erickson stated that some of our programs are planned and others are requested throughout the year as needs arise.

Discussion and Possible Action to Approve Satisfactory Performance Reviews of Sauk County UW Extension Agents for 2013

Motion by Czuprynko, second by Detter to approve the satisfactory performance reviews of Sauk County UW Extension Agents for 2013.  Motion approved.

Discussion and Possible Action on Consider Approval of 2014 UW Extension Agent Contracts

2014 UW Extension Agent contracts between UWEX and Sauk County were reviewed by committee for signature.  Motion was made by Stehling, second by Dietz to approve 133-UW Extension Agent contracts for 2014.  Motion approved.

Consideration of Applications for Good Idea Grants:  None

Upcoming Meetings:  Wednesday, February 12, 2014 @ 9:00AM – UWEX Conference Room –      3rd Floor of West Square Building.  The March meeting was changed to March 19, 2014.
