Certification of Open Meeting Notice
Requirements of the Open Meeting Law were met.

Motion made by Hazard, second by Newport to adopt the agenda. Motion carried. All in favor.
Adopt Minutes of Previous Meeting
Motion made by Newport, second by Hazard to approve the minutes of the Regular Meeting of July 11, 2018. Motion carried. All in favor.

Review Budget and Approval of Vouchers:
UW Extension: Budget reviewed. Motion made by Berlin, second by Hazard to approve the July 2018 UW-Extension invoices in the amount of $2,170.03. Motion carried. All in favor.
Departmental Updates:
Monthly Committee Staff Report shared, Ag position posted
Discussion, possible action on the Sauk County Institute of Leadership (SCIL) Outside Agency appropriation request for 2019 budget
LaBreche, SCIL President presented. Motion made by Hazard, second by Berlin to approve Sauk County Institute of Leadership Outside Agency appropriation request in the amount of $8,000 for 2019. Motion carried. All in favor.
Discussion, possible action on adding McArthur’s (.20FTE) Communities Educator position
Clarified possible funding of McArthur’s .20FTE salary from October 1, 2018 to Dec. 31, 2018. Motion made by Berlin, second by McAuliffe to approve up to $2,688 for 3 months of McArthur’s salary out of the 2018 budget if necessary. Motion carried. All in favor.

Discussion, possible action on hiring a multi-county Human Development (HD) Educator position
Sauk County has several options on filling the vacant HS position based upon the decisions of Columbia County. Committee consensus to keep HD position funded as a 1.0 FTE in the 2019 budget. Sauk County will move forward with a multi-county position, however, if Columbia County declines moving forward with a multi-county HD position, Sauk County will move forward hiring a 1.0FTE position. A Special Joint Meeting will be scheduled in mid-August to determine needs and priorities of HD position in Sauk Co.
Discussion, possible action for the UW-Extension Educator contract to include professional development funds in the amount of $1,500 in the 2019 budget
Motion made by McAuliffe, second by Hazard to approve the UW-Extension contract to include $1,500 ($500 per Full-time equivalent) of professional development funds in the 2019 budget.
Discussion and review of program review (mission, vision, goals and performance measures) of the UW Extension 2019 budget
Committee review. Highlights discussed; Committee consensus to eliminate the $10,000 MIS quote for video conferencing. Motion made by McAuliffe, second by Hazard to approve eliminating the $10,000 video conferencing expense and forwarding the UW-Extension budget to Accounting/Finance for review. Motion carried. All in favor.

Review Budget and Approval of Vouchers:
Arts & Culture: Budget reviewed. Motion made by Newport, second by Hazard to approve the July 2018 invoices in the amount of $273. Motion carried. All in favor.

July 31 Arts & Culture public input meeting overview
Consideration of 2018 Good Idea Grant application(s):
Boys & Girls Club of Reedsburg: Motion made by Berlin, second by McAuliffe to approve the good idea grant in the amount of $500. Motion carried. All in favor.
Baraboo Area Senior Citizen’s Organization: Motion made by Berlin, second by McAuliffe to approve the good idea grant in the amount of $500. Motion carried. All in favor.
Discussion, possible action of program review (mission, vision, goals and performance measures) for the Arts & Culture program 2019 budget
Highlights discussed. Motion made by Hazard, second by McAuliffe to approve the Arts & Culture program budget “as is” and forward to Accounting/Finance for review. Motion carried. All in favor.
