Call to Order
The meeting was called to order at 9:00 AM by Chair Ashford.
Certification of Open Meeting Notice
Requirements of the Open Meeting Law were met.
Approval of Agenda
Motion made by Stehling, second by Hambrecht to approve the agenda. Motion carried. All in favor.
Approval of Minutes of Last Meeting
Motion made by Stehling, second by Peterson to approve the minutes of the regular meeting of January 20, 2016 with the date correction as noted. Motion carried. All in favor.
Special Meeting minutes of Arts & Culture Panels of February 20, 2016 were reviewed and will be posted, unapproved.
Public Comment:
Paul Wolter, SCHS reported on the documentation of the Al. Ringling Theatre’s Renovation grant from 2015. The project is not completed, but committee does not require an extension since grant money has been already been spent on the project. Committee recommended Wolter complete and submit a final report which will indicate the anticipated date of completion.
Communications: None.
Review Budget and Approval of Vouchers:
UW Extension – 2015 and 2016
Includes expense for payment for the Sauk Co. Ag Society outside agency request. Motion was made by Hambrecht, second by Stehling to approve the UW Extension final vouchers for 2015 in the amount of $531.48 and January 2016 vouchers in the amount of $29,078. Motion carried. All in favor.
Arts & Culture - 2016
Includes expense for payment for the Sauk Co. Historical Society outside agency request. Motion was made by Hambrecht, second by Stehling to approve the Arts & Culture vouchers for the month of January in the amount of $11,576. Motion carried. All in favor.
Department Updates:
- Update on administrative support position hiring process. Internal and outside applications were reviewed. February 29 will be the date of interviews. Position description will include administration of the Arts & Culture Grant program to organize and streamline the process.
- Welcome Melissa Beernink – WNEP Nutrition Educator
- New UWEX regional model was shared; Columbia, Sauk, Dodge and Fond du Lac
Agents’ Reports
Jenny Erickson, CNRED:
The Municipality, February 2016 features an article written by Erickson and and partners at the local government center on barriers for women in local government. Survey results shared.
Discussion and Possible Action on request by Meg Sage for permission to travel out-of-state to National 4-H Conference in Chevy Chase, MD/Washington DC, April 8-14
There will be no cost to Sauk County government for attending the conference. Motion by Stehling, second by Dietz to approve Meg Sage’s request to travel out-of-state to attend the National 4-H Conference. Motion carried. All in favor.
Discussion and possible action, UW Extension 2015 Annual Report
Motion by Hambrecht, second by Stehling to approve the UW Extension 2015 Annual Report and submit to Brentt Michalek. Motion carried. All in favor.
Discussion and possible action, Arts & Culture 2015 Annual Report
Motion by Hambrecht, second by Stehling to approve the Arts and Culture 2015 Annual Report and submit to Brentt Michalek. Motion carried. All in favor.
Discussion and Possible Action on Spring 2016 AHHP Grant Applications as Recommended by the Grant Selection Panels
The Arts and the History/Humanities Grant Selection Panels met on Monday, February 8, 2016, to discuss and rank the grant applications that had been received. Minutes from both of those meetings were given to the committee members to help them in their decision-making process for the final grant award amounts.
Judy Ashford reported that the grants received totaled approximately $46,000 and there is enough budgeted to cover all grants submitted if committee recommends approval. Preference would be to fully fund or deny the grant; not partial funding.
History/Humanities Grants:
No funding was recommended for the Aldo Leopold Foundation, Inc. due to an incomplete application and the CONS listed in the panel minutes. Denial letter will encourage them to reapply in 2016.
Committee recommended full funding for the Sauk County Instrumental Music Honors Project and Reedsburg Historic Preservation Commission grants.

Committee recommended full funding of American Players Theater, Baraboo Area Chamber of Commerce, Reedsburg Public Library , River Arts, Inc., and Wormfarm Institute. Motion by Stehling, second by Hambrecht to approve full funding of American Players in the amount of $3,000, Baraboo Area Chamber of Commerce in the amount of $5,000, Reedsburg Public Library in the amount of $2,000, River Arts, Inc. in the amount of $1,450, and Wormfarm Institute in the amount of $5,000. Motion carried with Peterson opposed.

Committee recommended full funding of Creative Alliance of Baraboo (CAB) Theater. Motion by Stehling, second by Hambrecht to approve full funding of CAB Theatre in the amount of $5,000. Motion carried. All in favor.
Committee recommended full funding of Reedsburg Arts, Inc. Motion by Stehling, second by Dietz to approve full funding of Reedsburg Arts, Inc. in the amount of $2,145. Motion carried. All in favor.
Committee recommended full funding of Sauk Prairie Theatre Guild. Motion by Peterson, second by Stehling to approve full funding of SP Theatre Guild in the amount of $4,000. Motion carried. All in favor.
Support staff will notifiy grant recipients by email and be working to mail the official notifications, paperwork and contracts within the next ten days.
