Minutes of the Regular Meeting

Call to Order
The meeting was called to order at 9:03 AM by Chair Ashford.
Certification of Open Meeting Notice
Requirements of the Open Meeting Law were met.
Approval of Agenda
Motion made by Stehling, second by Hambrecht to approve the agenda. Motion carried, all in favor.
Approval of Minutes of Last Meeting
Motion made by Hambrecht, second by Dietz to approve the minutes of the regular meeting of July 15, 2015. Motion carried, all in favor; Stehling abstained.
Public Comment:
Donna Neuwirth attended on behalf of the Fermentation Fest – new logo and feature newspaper
Communications:
- Season brochure – River Arts
- Somerset Festival of Arts – Lauren Love letter of Thank You
- Habitat for Humanity - Good Idea Grant letter of Thank You
- Spellman Granite Works in Sauk City received a Notice of Entry into Register of Historic Places
- NACO – Sauk County Arts & Culture received Honorable Mention Award; committee would like it framed and displayed in West Square Building hallway
- Fermentation Festival – feature newspaper; new route highlighted
Review Budget and Approval of Vouchers:
UW Extension budget reviewed; Motion was made by Dietz, second by Stehling to approve the UW Extension vouchers for the month of July in the amount of $1,795.41. Motion carried, all in favor.
Arts & Culture
Motion was made by Hambrecht, second by Stehling to approve the Arts & Culture vouchers for the month of July in the amount of $1,069.90. Motion carried, all in favor.
Overview of Sauk County’s placemaking effort:
The framework of where Sauk County stands with creative place making was outlined by Simmert, Olson and Erickson. Simmert defined place making and its’ five functional areas. Sauk County has already been doing a lot to foster place making, which is a community driven process. ie. Great Sauk Trail,
- Communication and Public Relations Analyst project position – Keri Olson
- Sauk County is starting to work on place branding
- Develop a task force of millennials age 25-35 to be facilitated by a (millennial; LTE; from September thru December)
- Attract millennials who will live in work in Sauk County
- UW River Falls survey to millennials in the fall
- Professional millennial speaker in mid-November
Anne Katz, Arts Wisconsin attends August 12 UW Extension Arts & Culture Committee
Katz talked about creative place making and discussed ideas on how the Arts & Culture committee may want to get involved with the County’s place making efforts. It is important to build on existing assets of the community; ie. Wormfarm Institute;
- Sauk County is only small county in Wisconsin with Arts & Culture program (Milwaukee, Dane and Sauk)
- Key is access to a creative economy
Department Updates:
UW Extension
- Dean’s budget related talking points for partners were shared by Erickson; the message we are hearing from UW Extension
Arts & Culture: None
Discussion and possible action: Resignation of Katie Pfeiffer, UW Extension Ag Agent
Pfeiffer gave her resignation effective September 3, 2015 and is currently using vacation time to finish out her time. Motion was made by Stehling, second by Dietz to approve Pfeiffer’s resignation. Motion carried, all in favor.
Discussion and possible action: Hiring of Morgan McArthur for vacant interim Ag position on day/week effective September 1, 2015
Committee feels it is in the best interest of Sauk County to have an interim Ag Agent to help field questions/programs. Motion was made by Hambrecht, second by Dietz to approve the hiring of interim Ag Agent, Morgan McArthur effective September 1, 2015. All in favor.
- Anticipate UW Extension hiring Ag position in February 2016 due to budget implications at the state level
Discussion and possible action: Approve amended 2015 agent contract
Discussion of reallocating the money savings from the vacant Ag position salary to the place making initiative. However, the funding for the Sauk County place making position will be coming out of the place making budget, therefore we will not need to revise the Sauk County 2015 UWEX agent contract.
Agents’ Reports:
Meg Sage, 4-H/Youth Development:
- Overview of 4-H programming and events; camp, fair, Junior Leaders, Area Animal Science Days, Wisconsin State Fair and Wisconsin 4-H and Youth Conference chaperoning
Jenny Erickson, CRD:
- Strategic planning/organizational development tailored to specific needs and issues
ie. SCDC and the Sauk Prairie Healthcare Foundation, Baraboo Economic Dev. Plan
Discussion on videotaping the UWEX, Arts and Culture Committee meeting
Sauk County has capability to videotape county meetings; committee is open to videotaping and moving to Room 213 in the future. Ashford will clarify with Krueger.
Consideration of Applications for Good Idea Grants:
- Reedsburg ArtsLink: Requested $500 for a community mural along the 400 State Trail and Reedsburg’s Main Street“ Motion by Stehling, second by Dietz to approve $500 to support Reedsburg ArtsLink mural. Motion carried, all in favor.
