Minutes of the Regular Meeting
March 19, 2014

Call to Order: The meeting was called to order at 9:00AM by Chair Ashford.
Certification of Open Meeting Notice: Requirements of the Open Meeting Law were met.
Approval of Agenda:
Motion made by Dietz, second by Detter to approve the agenda. Motion carried.
Approval of Minutes of Last Meeting
Motion made by Stehling, second by Dietz to approve the minutes of the regular meeting of February 12, 2014. Motion carried.
Public Comment:
Wisconsin Humanities Council will be in Sauk County June 12, committee is invited to attend reception. Good opportunity for organizations to come and learn about opportunities available. Also, June 13 they will have a full council meeting at Baraboo University Campus.
Communications:
- Thank you from Alice in Dairyland scholarship recipient
- Krueger asked committee to consider helping with the Sept. 15, 2014 WCA Conference planning. Krueger asked this to be an agenda item for April
- 2013 Senate Bill 568 – New grant program for economic development arts bill
- Update on homeless – Central Wisconsin Community Action does periodic surveys and just presented recent information to the Human Services Board
- Volume 4 – Sauk County Historical Society available for review
- Erickson mentioned that Meg Sage has been accepted for a Fundamentals of Volunteer Mgmt. Training in Minnesota (all expenses paid) and will be on April agenda for anticipated approval of out-of-state travel by committee.
- Sue Nagelkerk was awarded the “Distinguished Service Award” by her peers
Review Budget and Approval of Vouchers:
UW Extension: Erickson stated that budget is on track due to being early in the year. Note the wages for LTE employee may be higher due to coverage help while employee on FMLA. Motion was made by Stehling, second by Smooth to approve the vouchers for the month of February 2014 in the amount of $1616.16. Motion carried.
Arts & Culture: None.
UW Extension, Arts & Culture Updates/Reports:
Extension office coverage: We have had two LTE employees assist with coverage. No updates on return of regular staff.
WNEP Update: Position is posted and interviews will start in April.
Discussion, possible action - Review 2013 UW Extension Annual Report:
Goals and objectives of UW Extension were shared in the report. Motion was made by Detter, second by Stehling that committee approved and received 2013 UW Extension report. Motion carried.
Agents Monthly Reports
Sue Nagelkerk, FLE: Nagelkerk shared a video of her summer programs that were offered in the Wisconsin Dells area; Summer Lunch Bunch and Art in the Park.
Discussion, possible action - Alice in Dairyland Scholarship Recommendations & Selection:
Deferred until April meeting after all committee members receive a copy for review.
Submission of Final Reports on 2013 AHHP Grants for committee review:
Final reports are on file for review
Discussion/possible action – Consider panel recommendations on the 2014 AHHP grant applications and determine final grant award amounts to each applicant.
Art Grants: Panel recommendations were reviewed. Recommendations were made by committee to change partial funding of Reedsburg Players to full funding - $1,750. Letter should accompany stating they need to work on new ideas and expand out to public to continue to receive funding. A motion was made by Detter, second by Stehling to approve fully funding all arts grants totaling $21, 950. Motion carried.
Humanities & Historic Preservation Grants: Panel recommendations were reviewed. Recommendations were made by committee to change partial funding of Baraboo Range Preservation to full funding - $2,000; timing of project-committee requested they apply before the project and details for 2015 will become available. Also fully fund Lake States Railway Historical Assn.- $2,655.
A motion was made by Detter, second by Dietz to approve fully funding all humanities, historic preservation grants totaling $21, 950. Motion carried.
Discussion/possible action reporting form for outside organizations that receive county funds.
Ashford discussed how other agencies report with Beghin and Schauf; reporting for these organizations is done on a much larger basis. It was recommended that we do not require an additional end-of-year report and continue with our same process since we are not having problems.
Consideration of Applications for Good Idea Grants:
Habitat for Humanity of Sauk-Columbia Area: requested $500 to help fund “ReStore” recycling event. Motion made by Detter, second by Stehling to approve funding $500 to HFHSCA. Motion carried.
River Arts, Inc.: requested $500 to help fund Garden Tour Fundraiser Project. Reasons for denial: due to budget; expenses don’t exceed income. Motion made by Detter, second by Dietz to deny funding $500 to River Arts project. Motion carried.
Spirit Lake Review Literary Magazine – UW Baraboo/Sauk County: requested $500 to help fund the magazine. Reasons for denial: Magazine is a long time project and not a new idea, become self-sustaining. Motion made by Detter, second by Stehling to deny funding $500 to Spirit Lake. Motion carried.
Committee suggested that a sample budget form be created and accompany application to assist applicants with the application process. John Dietz will create a budget form and present at next meeting.
