Call to Order
The meeting was called to order at 9:20 AM by Chair Ashford due to lack of quorum until that time.
Certification of Open Meeting Notice
Requirements of the Open Meeting Law were met.
Approval of Agenda
Motion made by Smoke, second by Stehling to approve the agenda. Motion carried.
Approval of Minutes of Last Meeting
Motion made by Smoke, second by Stehling to approve the minutes of the regular meeting of July 11, 2012. Motion carried.

Communications
o Brochure for the Wisconsin Humanities Council conference in September was received if any of the committee are interested in attending.
Review Budget and Approval of Vouchers
UW Extension: Motion was made by Stehling, second by Smoke to approve the vouchers for the month of July in the amount of $3,219.53. Motion carried.
Arts & Culture: Motion was made by Stehling, second by Smoke to approve the vouchers for the month of July in the amount of $125.00. Motion carried.
Updates/Reports
UW Extension:
o The carpeting project has the UW office torn apart right now.
Arts & Culture:
o None
UW Extension Staff Monthly Reports – Phyllis Both, Horticulture Educator, Sue Nagelkerk, Family Living Educator, and Christian Malsatzki, 4-H Youth Development Agent
Both, Horticulture -
o Gardening is bad this year due to the drought.
o Both talked about the success of utilizing Huber inmates to help with gardening and landscaping projects that the Master Gardener Association has worked on this summer.
o The Master Gardener Training class starts next week (August 14th).
o The development of the Reedsburg Community Garden has not been going well; the project will be moving to the Madison College (formerly MATC – Reedsburg) site.
Malsatzki, 4-H Youth Development –
o Malsatzki gave a report of how things went at the Sauk County Fair.
o Talked about his involvement/teaching at the Gateway Academy in Spring Green; stated it was the first time that the Sauk County UW Extension Office has been asked to participate.
o Will be teaching at Youth Conservation Days
o September in Spring Green
o October in Sauk Prairie
o Spring 2013 in Baraboo and Reedsburg
o August 23rd will be the 3rd 4-H Leadership Workshop – he is holding these four times per year for all 4-H club leaders and anyone who would like to attend from the general public
o The 4-H Summer Intern just completed Cloverbud Day Camps and will be taking
4-H’ers on the Discover Wisconsin trip to southwest Wisconsin next week.
o Malsatzki was at the UW Baraboo/Sauk County campus on Service Learning
o The state 4-H office has finally put the statement on the Youth Protection Program (YPP) training that states that everyone who completes the training must now be a mandatory reporter of suspected child abuse.
Nagelkerk, Family Living -
o Nagelkerk presented the final report on the Art in the Park project that was held in conjunction with the Wisconsin Dells Summer Lunch Bunch program for two weeks this summer. She will be asking the Wisconsin Dells Art Association for money to run the program again next summer with the addition of a third week.
Approval of Committee Members to Attend and Be Reimbursed for Expenses for the WACEC Area 2 Summer Meeting in Richland County on August 22, 2012
Motion by Ashford, second by Stehling to approve Joan Smoke and Donna Stehling to attend the WACEC Area 2 Summer Meeting in Richland County on August 22, 2012, and to allow reimbursement of mileage and expenses related to that meeting. NOTE: Both Smoke and Stehling are officers for WACEC Area 2. Motion approved.
Presentation and Approval of Outside Agencies’ Appropriation Requests for 2013 – Sauk County Historical Society and Sauk County Agricultural Society (Fair Board)
o Bill Schuette from the Sauk County Historical Society gave a PowerPoint presentation on the SCHS. Request was made for $10,000 annual appropriation for 2013 which is the same amount as the past several years. Motion by Smoke, second by Stehling to approve the Sauk County Historical Society appropriation request in the amount of $10,000. Motion approved.
o Kellie Zink and Scott Zirzow from the Sauk County Agricultural Society (Sauk County Fair Board) gave an oral presentation on the projects that they have undertaken, the projects that they plan to continue for improvements to the fairgrounds in 2013, and the sources of income they have to get this done. Request was made for $20,000 annual appropriation for 2013 which is the same amount as the past several years. Motion by Smoke, second by Stehling to approve the Sauk County Agricultural Society appropriation request in the amount of $20,000. Motion approved.
Presentation and Possible Action on UW Extension Office 2013 Budget Line Item Requests and Budget Submission Forms
Jenny Erickson went through the UW Extension budget line by line and explained how the amounts were determined. It is foreseen to have a decrease in office revenues, an increase in county health insurance, and a rather sizeable increase in the MIS budget line. The UW Extension budget will be asking for a $4,177 increase in tax levy dollars in 2013 over the 2012 budget, which is a 1.4% increase. Motion by Stehling, second by Smoke to approve the Sauk County UW Extension Office budget request for 2013. Motion approved.
Presentation and Possible Action on Arts & Culture Committee 2013 Budget Line Item Requests and Budget Submission Forms
Judy Ashford presented the changes that were made to the 2013 Arts & Culture budget line items and reported that reductions were made in expenditure lines to offset the reduction in grant money received from the Wisconsin Arts Board and some realignment of dollar amounts were made to more closely reflect how the committee’s fund are spent. Motion by Smoke, second by Stehling to approve the Sauk County Arts & Culture Committee budget request for 2013. Motion approved.
Discussion and Possible Action on Request from Sauk Prairie Area Historical Society to be Designated as an Outside Agency and Receive Annual Funding from the Arts & Culture Committee
Jody Kapp, President of the Sauk Prairie Area Historical Society, presented a background on SPAHS and why they are making a request to have SPAHS designated as an outside agency for annual appropriations. Discussion ensued.
o Comments were made that it would be difficult for the committee to sustain an annual appropriation request and that it would be unfair to other small historical societies, i.e. Reedsburg, Troy Township, etc.
o Motion by Smoke, second by Stehling to deny the request to designate the Sauk Prairie Area Historical Society as an outside agency for annual appropriation funding. Motion approved.
Discussion and Possible Action to Provide a $2,000 grant from 2012 Funds to Promote the Sauk Prairie Area Historical Society’s Program Expansion
Motion by Smoke, second by Stehling to approve $2,000 to be given to the Sauk Prairie Area Historical Society for their program expansion as it was explained in the above proceedings. Motion approved. The suggestion was made for the SPAHS to apply for grant funding each year during the grant process in the spring.
Discussion of whether or not the Arts and History Grant Panels should include Panelists who Belong to an Organization that is Applying for a Grant
Judy Ashford explained the situation of how the question was raised regarding whether grant selection panelists should belong to an organization that is applying for a grant. Discussion ensued as to whether it is a conflict of interest or not. Discussion also included the realization that it is difficult to find qualified panelists for the arts or for the history/humanities selections panels that would not somehow be involved with groups that are making a grant request. UW Extension staff reaffirmed that they will make every attempt to find panelists who are not in organizations making grant requests for future years.
Consideration of Applications for Good Idea Grants
o River Valley Elementary Studio School – Request for $500 for an African drumming educational experience at their charter school. Comments were made that the revenues do not equal the expenses and expressed some concern that the additional funding may be difficult to obtain and the program was not well defined. However, it was seen as an innovative way to expose an alternative culture to the students. Motion by Stehling, second by Smoke to approve funding $500 to the River Valley Elementary Studio School. Motion approved.
