ORDER OF BUSINESS.
The meeting was called to order by S. Alexander at 4:30 P.M. and was certified to be in compliance with the Open Meetings Law.

AGENDA.
Motion by T. Bychinski, second by A. Carlson, to adopt the agenda. Motion carried.

MINUTES.
Motion by J. Stoeckmann, second by H. Netzinger, to approve minutes of previous meetings with corrections regarding options one and two. Motion carried.

PUBLIC COMMENT.
None.

COMMUNICATIONS.
K. Schauf distributed handout illustrating existing options and a legal opinion from the Corporation Counsel regarding combining the Human Services and Public Health Boards.

UNFINISHED BUSINESS.
S. Alexander indicated would be beneficial to hear from some of the respective groups prior to action on the original motion from prior meeting.

ADRC/VETS.
A. Carlson stated combining the ADRC with Veterans has worked out well.

PUBLIC HEALTH.
J. Stoeckmann provided report from Board of Health. When the issue was discussed in prior years, the Board of Health was not in favor of combining departments. Overall focus needs to be on continued collaboration and consolidation.

HUMAN SERVICES.
S. Alexander stated the Human Services Board would appreciate the challenge of merging oversight committees, however did not take a formal vote.

Motion by A. Carlson, second by T. Bychinski, to amend original motion with addition of two year trial period. Motion failed.

Motion by S. Bach, second by M. Krueger, to combine Human Services and Public Health oversight committees. J. Stoeckmann-nay. Motion carried.

REVIEW TIMELINE/OPTIONS.
K. Schauf addressed committee with regard to timeline and any other items for discussion purposes. Discussion ensued.

REVIEW AND DISCUSSION OF OPTIONS.
K. Schauf discussed remaining options and possibility of an additional meeting. Committee prefers to have an additional meeting. Motion by A. Carlson, second by J. Stoeckmann, to remove option three (division structure). Motion carried.

Motion by A. Carlson, second by J. Stoeckmann, to adjourn until February 14, 2012, at 4:30 P.M. Motion carried.

MEETING ADJOURNED AT 5:45 P.M.
