The meeting was called to order by M. Krueger at 2:00 P.M. and was certified to be in compliance with the Open Meetings Law.

MINUTES:
Motion by J. Ashford, second by L. Borleske, to approve the October 4, 2010, minutes of the business meeting as sent. Motion carried.

K. Schauf informed the Committee D. Bretl from Walworth County would be appearing via conference call.
COUNTY STRUCTURE PRESENTATIONS:
D. Shaver, Director of Parks & Land Use, presented information regarding the structure of Waukesha County (handout). Several years ago Waukesha County combined several departments including: Enterprise Operations; Environmental Health; Land Information/Land Resources; Parks and Planning/Zoning.
D. Bretl, Administrator from Walworth County, presented structure of Planning/Zoning and Land Use & Resource Management Departments. Beginning in 2002, explored a number of departmental consolidations as were in danger of reaching the levy limits. Several departments were reduced out for fiscal reasons and provided an opportunity to look at other areas.
POTENTIAL RESTRUCTURE OF LAND CONSERVATION AND PLANNING & ZONING:
M. Krueger proposed making the scope broad enough to deal with all programmatic areas of both departments. Next meeting to focus on proposed structure proposals with possible appearances from other counties. No action taken.
Motion by L. Borleske, second by J. Ashford, to adjourn until November 18, 2010. Motion carried.
