- Judy Ashford called the meeting to order and verified compliance with the open meeting law at 9:08 a.m.
- Moved by Cindy Shanks and seconded by Ken Grant a motion to adopt the agenda. Passed unanimously.
- Moved by Bev Vaillancourt and seconded by Cindy Shanks a motion to approve the minutes as amended. Passed unanimously.
- “LinkWisconsin” Survey: Marty Krueger discussed the “LinkWisconsin” survey. The survey is a broadband demand survey targeted at businesses and residences to determine where the holes are in broadband service within the county. Chancellor Cross of UW Colleges/Extension believes that broadband service to rural areas is the equivalent of rural electrification of the past. Marty Krueger attended a webinar in January regarding the survey and its implementation. The return rate of the survey thus far has been very poor. The survey was made available at Clean Sweep and the Sauk County Dairy Breakfast. The deadline for the survey is July 15, 2013. He is interested in increasing the Sauk county return rate. Marty Krueger wanted to meet with the librarians to see how the libraries might be involved in completing the LinkWisconsin Residential Demand Survey. Marty Kruger has asked that the deadline for the survey be extended to August 7, 2013. He is confident that the libraries could help improve the return rate. Bev Vaillancourt mentioned that farmers are now a part of agribusiness and do need Internet connections to monitor prices and to conduct farm management. Meg Allen suggested that the librarians discuss how to implement this survey and will report back to Marty Krueger the processes that they would use.
- SLS Report: Denise Anton Wright distributed a form, Sauk County Comparison of County Funds to Municipal Appropriations including Wisconsin State Statutes 43.60(3)(a), which addresses the appointment of additional members to library boards. SRLAAW, composed of Administrators from all seventeen Wisconsin Public Library Systems and the Library Directors of the Resource Libraries from each System, is studying guidelines for library system minimum and maximum size, population served, and features, in order to prepare for possible reconfiguration of library systems. The process will include getting input from others in the library community with the ultimate goal being to better serve Wisconsin library patrons now and in the future.
- Municipal Appropriations to Libraries and the relationship between municipal and county library budgets: Bev asked how many of the Sauk County libraries had rural representatives on their library boards. All libraries except North Freedom have a rural representative. (Maureen later found out that Reedsburg does not have rural representation at this time.) The board and librarians reviewed municipal appropriations to the libraries from 2011 to 2013.
- 2014 Budget Discussion: Maureen Palmer circulated a spreadsheet of Sauk County Output Performance measures. Another spreadsheet, 2014 SCLS Libraries County Reimbursement Funding for Sauk County, was also circulated showing both reimbursement at the 70% and 100% levels. This form was updated by Denise Anton Wright on April 5, 2013. Moved by Ken Grant and seconded by Cindy Shanks a motion that Bev Vaillancourt and Judy Ashford should comprise the 2014 Budget Subcommittee. Passed unanimously.
- The next meeting will be hosted by the Kraemer Public Library (Plain) on Thursday, August 22, 2013 at 9:00 a.m.
