Possible closed session pursuant to Wisconsin Statutes Section 19.85 (1) (f) "Considering financial, medical, social or personal his-tories of disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial ad-verse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations.” Discussion of loan requests for RLF.

The meeting was called to order and certification of Open Meeting compliance was given at 8:00 a.m.
The agenda was approved on a motion by Lane, second by Schluter. Motion carried. Motion by Lane, second by Alibrando, to approve the minutes from the prior meeting. Motion carried.
Motion by LaRowe, second by Lane to nominate Bychinski for Chair. Motion by LaRowe, second by Lane to close nominations and cast a unanimous ballet for Tommy Lee Bychinski as Chair. Motion carried.
Motion by Bychinski, second by Lane to nominate Alibrando for Vice-Chair. Motion by Bychinski, second by Lane to close nominations and cast a unanimous ballet for Julie Alibrando as Vice-Chair. Motion carried.
Motion by Bychinski, second by LaRowe to nominate Schluter for Secretary. Motion by Lane, second by Alibrando to close nominations and cast a unanimous ballet for Jack Schluter as Secretary. Motion carried.

Updates to Regionalize the CDBG Program.
Regionalization of the Housing program is to be considered by the County Board on June 19, 2012. The housing committee at the regional level would be responsible for funding criteria.
Dollar threshold per job created
Motion by Schluter, second by Alibrando to approve increasing the amount available for loan for every job created to $20,000. Motion carried.
RLF
Copies of application were distributed to committee. Motion by Lane, second by Alibrando to move into closed session pursuant to Wisconsin Statutes Section 19.85 (1) (f) "Considering financial, medical, social or personal histories of disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations.” Discussion of loan requests for RLF. Vote: AYES: Alibrando, Lane, Bychinski, Schluter, LaRowe; NAYS: none.

Motion by Alibrando, second by LaRowe to recommend award to the Golden Buffet, Baraboo, LLC in the amount of 202,050. Motion carried.

Consideration of housing application (HO56) was approved on a motion by Schluter second by LaRowe. Motion carried.
Consideration of housing application (HO57) was approved on a motion by Schluter second by LaRowe. Motion carried.
Consideration of housing application (HO63) was approved on a motion by Schluter second by LaRowe. Motion carried.
Consideration of housing application (HO64) was approved on a motion by Schluter second by LaRowe. Motion carried.
Consideration of housing application (HO6) was approved on a motion by Schluter second by LaRowe. Motion carried.
Consideration of housing application (HO66) was approved in the amount of $24,000 on a motion by Schluter second by LaRowe. Motion carried.
No conflicts of interest were disclosed.
