Possible closed session pursuant to Wisconsin Statutes Section 19.85 (1) (f)  "Considering financial, medical, social or personal histories of disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations.”  Discussion of loan requests.
Reconvene in open session immediately following the closed session.
Consideration of loan award.
Consideration of amending ratio of loan amount per job created from $20,000 to $35,000.
Next meeting date (s) and agenda items.

The meeting was called to order and certification of Open Meeting compliance was given at 9:00 a.m.

 

The agenda was approved on a motion by Yanke, second by LaRowe.  Motion carried.

 

The minutes of the prior meeting were approved on a motion by Fleming, second by Yanke.  Motion carried.

Communications  None

 

Motion by LaRowe second by Yanke,  to move into closed session pursuant to Wisconsin Statutes Section 19.85 (1) (f)  "Considering financial, medical, social or personal histories of disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations.” Discussion of loan requests. Motion carried:  Ayes: Bychinski, Fleming, Yanke, LaRowe.

 

Motion by Fleming second by LaRowe to reconvene in open session immediately following the closed session. Motion Carried.

 

Motion by Fleming second by Yanke to deny the $200,000 loan to The Palace Theater LLC.  Ayes: Fleming, Yanke. No: LaRowe, Bychinski.  Motion failed on a tie vote.

 

Motion by LaRowe second by Yanke to approve $100,000, rather than $200,000 loan to The Palace Theater LLC pending SBA approval.  Motion carried.

 

Motion by LaRowe, second by Fleming to amend the previously adopted motion for award of $100,000 pending the SBA approval  to include receipt of tax returns from 2013 for 1419 North Wells LLC, Navigant Development LLC, and personal tax returns for the applicant Mr. Anthony Tomaska; these and clarification on the percent of ownership for each of the LLCs by Mr. Tomaska.  Motion carried.

 

Motion by Yanke, second by Fleming , to adjourn.  Motion carried.
