Land Conservation Committee (LCC) members present: L. Borleske, P. Murray, R. Puttkamer, L. Wiese, K. Zowin
Planning, Zoning, & Land Records (PZLR) Committee members present: J. Ashford, J. Gaalswyk, G. Lehman, D. Nobs
Others present: B. Bailey, B. Bergstrom, P. Dederich, K. Felton, M. Krueger, K. Schauf, B. Michalek, S. Pate, P. Pohle, B. Simmert,
Absent: F. Halfen, T. Kriegl
At 9:00 a.m. Lehman called the Planning, Zoning and Land Records Committee to order and certified to be in compliance with the Open Meetings Law.
Wiese called the Land Conservation Committee to order and certified to be in compliance with the Open Meetings Law.
Motion by Borleske/Ashford to nominate Lehman as chair of the Land Conservation Committee and Planning, Zoning, and Land Records Committee meeting. Motion by Borleske/Gaalswyk to close nominations and cast a unanimous ballot for Lehman. Motion carried, all in favor.
Adopt agenda: Motion by Murray/Borleske to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meetings: Motion by Gaalswyk/Nobs to adopt the minutes of the regular PZLR Committee meeting on May 12. Motion carried, all PZLR members in favor.
Motion by Zowin/Puttkamer to adopt the minutes of the regular LCC meeting on May 12. Motion carried, all LCC members in favor.
Public comment: Brentt Michalek thanked the committees for their support and gave a brief introduction.
Communications: Krueger distributed an update from Representative Ed Brooks which included Brooks’ interpretation on the status of the Working Lands Initiative and PACE Program.
Simmert provided committee members a working draft copy of “Chapter 7-Sauk County Zoning Ordinance” and a supplementary sheet including the project purpose and background, project deliverables/objectives, project assumptions, and resources needed to complete the project. Contact staff with questions or concerns. Discussed the timeline and hope to have a final ordinance by January 1, 2012. This may be a future agenda item.
Bergstrom noted the two recent Thursday Notes, which the LCC members received at their homes, included updates on the proposed merger of the Wisconsin Land and Water Conservation Association (WLWCA) and Wisconsin Land Conservation Employees (WALCE) and the 2011 Conservation Observance Day in Columbia County on June 13. Committee members may attend this event at the Fountain Prairie Farms.
Departmental updates - Mapping:
a. Departmental report - Felton reported on attendance at the Wisconsin Land Information Association Conference. She updated on the status of the land surveyor bill with the state legislature, the Land Information Program, and Land Records Modernization Fund. They are testing the new GIS site and trying to improve the data and services provided such as the county website. Working on a new taxation system for the Treasurers Department. Krueger mentioned how much the redistricting committee appreciated Joe Fleischmann and Felton’s assistance.
b. Vouchers - Motion by Gaalswyk/Wiese to approve vouchers in the amount of $2,317.50. Motion carried, all in favor.
Departmental updates - Register of Deeds:
a. Departmental report - Bailey discussed his department’s purpose and duties, how their department is funded and an overview of his budget, and changes in the collection of recording fees.
b. Vouchers - Motion by Ashford/Gaalswk to approve vouchers in the amount of $3,153.59. Motion carried, all in favor.
Departmental updates - Surveyor:
a. Departmental Report - Dederich discussed the bounty program which pays surveyors to remonument and/or upgrade monuments at section corners and report section corner coordinates. He also updated the committees on the status of nonpayment to a surveyor that has a review being completed. Corporation Counsel is involved with the resolution of the review and payment. He also addressed the land surveyor bill and the need for work to be done by registered surveyors.
b. Vouchers - Motion by Gaalswyk/Nobs to approve vouchers in the amount of $2,800. Motion carried, all in favor.
Mission, Vision, and Goal
a. Combination of mission, vision and goals for Conservation, Planning & Zoning Department - Discussion and suggestions were received. Formal action on these along with Form 1 will be taken at the June 9 meeting.
Next combined meeting will be held on Thursday, June 9, at 6:00 p.m.
Motion to adjourn by Zowin/Borleske at 10:25 a.m. Motion carried, all in favor.
