PROPERTY AND INSURANCE COMMITTEE MEETING

June 03, 2014

Approved Minutes

Members Present:        Scott VonAsten, George Johnson, Nathan Johnson, William Hambrecht, Jeff Giebel

Others Present:             Timothy Stieve, Elizabeth Geoghegan, Carl Gruber,  Julie Hyser

1.   Meeting called to order by Von Asten at 3:30 p.m. Compliance with Open Meeting Law was met.

2.   Adopt Agenda:  Motion by            G . Johnson, 2nd by Hambrecht to adopt Agenda.  Motion Carried.

3.   Adopt draft minutes of May 06, 2014 meeting: Motion by N. Johnson, 2nd by Hambrecht to adopt draft minutes. Carried.

4.   Public Comment: None

5.   Communications:

      a. Request from Baraboo Area Senior Citizen Organization to conduct a pizza fundraiser in conjunction with the Concerts on the Square, June 5th – August 28th, 2014. Motion by G. Johnson; 2nd by N. Johnson to approve request. Carried.

      b. Tim handed out a couple additional communications, one regarding a WCA resolution regarding Enhanced 9-1-1 fees and two, a late request for use of the courthouse lawn from the Art Association.

6.   Business Items:

a.   Treasurer’s Report –

              i.    Discussion and possible approval of  a Resolution Authorizing Issuance of a Quit Claim Deed to Certain Lands in the City of Reedsburg to the City of Reedsburg. Liz discussed Tax Parcel No: 276.1015-00000. The City of Reedsburg has offered to purchase this property for the appraised value of $32,397.21.  Motion by G. Johnson; 2nd by Giebel to approve the resolution to sell parcel Tax Parcel # 276-1015-00000 to the City of Reedsburg for the amount of $32,397.21. Carried.

   b.   Review and discuss Economic Development Committees recommendations on Property re-use.  Scott suggested postponing any recommendations or decisions until a future meeting.  Scott asked Tim to check on having a presentation from the DNR on the County Forest Program..

      c.   Selection of delegate from the Property & Insurance Committee to the Capital Improvements Plan Committee. Nomination by Hambrecht for VonAsten as delegate for Capital Improvements Plan Committee, second by Johnson. No other nominations. Vote for VonAsten as delegate. Carried.

 7.   Departmental Updates - Risk Management – Carl Gruber

   a. Monthly Report – Carl reviewed his monthly reports.

   b. Review and Approval of Deductibles.  None.

   Departmental Updates – Tim Stieve

Monthly Report – Tim reviewed his monthly report. Tim discussed VARC, the Sheltered Workshop in  Reedsburg. They may have an interest in purchasing the building they are currently renting from Sauk County.

   b. Review and Approval vouchers. Motion by G. Johnson, 2nd by Hambrecht to approve the vouchers.                          

            Carried.

   c. Update on facility Energy Assessment:  Tim updated the committee on the Facility Energy Assessment which is an on-going project. Tim received one bid for the digital controls in the amount of $631,839 which was higher  than expected, he is working on refining.
