PROPERTY AND INSURANCE COMMITTEE MEETING

November 04, 2014

Approved Minutes

 Members Present:        Scott VonAsten, George Johnson, Nathan Johnson, William Hambrecht, Jeff Giebel

Others Present:             Timothy Stieve, Elizabeth Geoghegan, Carl Gruber, Kathy Schauf, Brian Cunningham, Todd Liebman, Marty Krueger

 1.   Meeting called to order by Von Asten at 3:30 p.m. Compliance with Open Meeting Law was met.

2.   Adopt Agenda:  Motion by            G. Johnson, 2nd by N. Johnson to adopt Agenda.  Motion Carried.

3.   Adopt draft minutes of October  07, 2014 meeting: Motion by N. Johnson, 2nd by G. Johnson to adopt draft minutes.

 4.   Public Comment:  None

5.   Communications:  None   

6.   Business Items:

   a. Treasurer’s Report – Monthly report – those that were decided to be published are out.  There were no municipalities interested in the properties being advertised.  One property owner requested to have their property

     redeemed, they were allowed until November 20, 2014 to redeem.  An appraisal on a property on Xanadu road was handed out for review, the Village of Lake Delton may have an interest in this property.

   b. Discussion regarding interest and penalty on delinquent taxes – Todd Liebman was present to provide the details

     of how the interest and penalty are set.  The amounts are set by State Statutes and the only decision the County

     can make is to either have the .5%  (6% annually) penalty or not have it.  Motion to table discussion until the

     next P&I meeting by G. Johnson, 2nd by Giebel.  Motion Carried.

   c. Still working on the Smoking Policy.

   d. Discussion regarding County owned property along Clark Creek – Discussed what the committees wishes are in

     regards to these properties that were purchased via a grant to help with dealing with flooding issues.  Former

     property owner inquired about cutting wood on the property which prompted this discussion as to how we wish to

     proceed with the property.  Item will be discussed at future meeting(s) with options.

7.   Departmental Updates - Risk Management – Carl Gruber

   a. Monthly Report – Carl reviewed his monthly reports.

   b. Review and Approval of Deductibles.  Motion by Hambrecht, 2nd by Giebel to Approve the deductibles.

            Carried.

   c. Discussion of resolution “Approving Liability, Property and Workers Compensation Insurance Coverage, Carriers

     and Premiums for Sauk County from January 01, 2015 to January 01, 2016”.  Motion by G. Johnson, 2nd by

     Giebel to approve the resolution.  Carried.

   Departmental Updates – Tim Stieve

Monthly Report – Tim reviewed his monthly report including the following:  Update on facility activities including digital controls project, issues with the tractor , 9-1-1 system install, communications update, and update on UW Science Facility.
Review and Approval vouchers. Motion by G. Johnson, 2nd by Giebel to approve vouchers. Carried.
