Members Present: Virgil Hartje, George Johnson, David Riek, John Miller, Scott Von Asten
Others Present: Timothy Stieve, Carl Gruber, Liz Geoghegan, Julie Hyser, Kerry Beghin

1. Meeting called to order by Riek at 3:30 p.m. Compliance with Open Meeting Law was met.
2. Adopt Agenda: Motion by Hartje, 2nd by Johnson to adopt Agenda. Motion Carried.
3. Adopt draft minutes of January 07, 2013 meeting. Motion by Johnson, 2nd by VonAsten to adopt the minutes. Carried
4. Public comment: None
5. Communications:
a. Request by Baraboo Kiwanis Club to place sign on the Courthouse Lawn for one week prior to their 2013 events: March 10th Pancake Breakfast, May 2013 Rose Sale, August 6th Golf outing and Sept. 26th TV/Radio Auction. Motion by Hartje, 2nd by VonAsten to approve the request. Motion Carried.
b. Request by the Downtown Baraboo for use of the Courthouse square for their 2013 events. VonAsten requested that each request be separated and discussed prior to voting. Easter Egg Hunt March 30,, 2013; Motion by Johnson, 2nd by Miller to approve the Easter Egg Hunt. Roll Call Vote: Hartje – Yes, Johnson – Yes, Riek – Yes, Miller– Yes, Von Asten – No. Motion Carried. Fair on the Square, May 11, 2013; Motion by Johnson, 2nd by Hartje to approve the May 11, 2013 Fair on the Square. Motion Carried. Fair on the Square, October 12, 2013; Motion by Johnson, 2nd by Hartje to approve the October 12, 2013 Fair on the Square. Motion Carried. Outdoor Movies, July 12th, 19th 26th and August 2nd. Motion by Johnson, 2nd by Miller to approve the Outdoor Movies. Roll Call Vote: Hartje – Yes, Johnson – Yes, Riek – Yes, Miller– Yes, Von Asten – No. Motion Carried. Circus Celebration, July 27, 2013; Motion by VonAsten, 2nd by Johnson to approve the Circus Celebration on July 27th. Motion Carried. Homecoming Parade, October 12, 2013; Motion by Hartje, 2nd by Johnson to approve the Homecoming Parade on October 12th. Motion Carried. Christmas Light Parade, November 23, 2013 (Parade also includes the use of the West Square Parking lot); Motion by Johnson, 2nd by Miller to approve the Christmas Light Parade. Roll Call Vote: Hartje – Yes, Johnson – Yes, Riek – Yes, Miller– Yes, Von Asten – No. Motion Carried.
c. Request by Baraboo School District’s West Kindergarten Center for use of the Courthouse Lawn for their Annual Spring Event on Wednesday, May 29, 2013. Motion by VonAsten, 2nd by Hartje to approve the West Kindergarten Centers request for use of the Courthouse Lawn. Motion Carried.

Departmental Updates - Risk Management (Carl Gruber)
a. Monthly Report – Carl reviewed his monthly report. Motion by Hartje, 2nd by Miller to approve report. Motion Carried.
b. Ne deductibles

6. Business Items:
a. Treasurer’s Report -- monthly report
i. Resolution rescinding so much of resolution 109-2012 involving the taking of a tax deed on parcel number 146-1552-00000 in the village of Lake Delton. The owner of the property paid all tax’s due on the property. Motion by VonAsten, 2nd by Miller to approve the resolution. Motion Carried.
ii. Resolution Authorizing Issuance of Quit Claim Deed to certain lands on the Village of Rock Springs to the Village of Rock Springs. The Village of Rock Springs offered $2,244.06 for the property. Motion by Hartje, 2nd by Miller to approve the resolution. Motion Carried.
iii. Update on the 2013 Notice of Sales of Delinquent Tax Deeded property by Sauk County. Liz said she has not received any bids on the properties that were posted and discussed at the last meeting. She did receive a bid of $24,005.00 for the 10 acres located in the Town of Delona. Along with the bid she received a letter from the bank guaranteeing the loan. Liz will update the committee as to what further actions are being done on the properties at the next meeting.


b. Mid-term Assessment – generation of strategic issues. Kerry Beghin and Tim Stieve explained that the Mid-term Assessment is a tool to get an idea of what the county really needs to be looking at and working on in the future. Some ideas and concerns from the committee were; Homelessness, possibly organizing an independent group to look at homelessness as a whole; Solar energy – a way to encourage citizens to use it as a source of energy; Environmental green options in the county buildings as a whole and begin to budget for them for them long term.

7. Departmental Updates – Tim Stieve
Monthly Report – Tim reviewed his monthly report.
a. Review and Approval of Vouchers. Motion by Hartje, 2nd by Johnson to approve vouchers. Motion Carried

8. Next meeting date: Regular meeting is set for March 11, 2013 at 3:30 p.m.

9. Adjourn: Motion by Hartje, 2nd by Von Asten to adjourn. Motion Carried.
