a. Request from Sauk County Historical Society would like to use the courthouse square (lawn area) for
their tour of Historic Haunts on Saturday October 22, 2011 in the evening.
b. Request by Downtown Baraboo Inc. to add power on north side of Courthouse Annex.

6. Business items
a. Treasurer’s Report -- monthly report.
i. Opening of the Sealed Bids for the Tax Deeded Property at E9436 Pebblebeach Drive – Christmas
Mountain Property
b. Discussion on disposition of the HCC property
i. Discuss how best to handle buildings on the property
ii. Donation of money for maintenance of the Fire House at the Old Health Care Center Property.
c. Approve lease of the Old Bus Garage on Old HCC Property for the Sauk County Snowmobile Club.
d. Update on request from Donovan Frank to purchase approximately 2 acres of the Old HCC property.
e. Update on Herek Forestry Services for limited temporary easement across the Landfill property.

d. Possible Resolution – Replacement of the DX Air Conditioning unit in Courthouse Garage which serves
portions of the Connector addition and the critical operation rooms for phone and data systems.
e. Possible Resolution – complete maintenance upgrades to the Fire Alarm systems at the Courthouse/West
Square and Reedsburg Human Services.

SAUK COUNTY BOARD OF SUPERVISORS
PROPERTY AND INSURANCE COMMITTEE MEETING
September 12, 2011

Members Present: Virgil Hartje, Al Dippel, George Johnson, David Riek, Lowell Haugen
Others Present: Timothy Stieve, Carl Gruber, Liz Geoghegan, Marty Krueger, Todd Liebman,
Steve Koenig, Julie Hyser, Kathy Schauf, Donovan Frank

1. Meeting called to order by Hartje at 8:00 a.m. Compliance with Open Meeting Law was met.

2. Adopt Agenda: Motion by Johnson, 2nd by Riek to approve agenda. Carried.

3. Adopt draft minutes of August 8, 2011 and August 16, 2011: Motion by Johnson, 2nd by Riek to approve minutes. Carried.

4. Public comment: None

5. Communications:
a. Request by Sauk County Historical Society for use of courthouse lawn on October 22, 2011 for Historic
Haunts. Motion by Dippel, 2nd by Johnson to approve request. Carried
b. Request by Downtown Baraboo Inc. to add power on the north side of Courthouse Annex. Motion by Riek, 2nd by Haugen to approve request, Carried

6. Business Items:
a. Opening of Sealed Bids for the Tax Deeded Property at E9436 Pebblebeach Dr. The highest bid was awarded to Steve & Roberta Goodman in the amount of $117,000; a down payment of $11,700 was included with the bid. Motion by Johnson, 2nd by Riek to accept the bid. Carried.

b. Discussion concerning how to handle the buildings on the old HCC property. After some deliberation it was decided to keep things as they currently are with the farm buildings & crop land to be handled by the Conservation, Planning & Zoning Department and their oversight committee, the balance of the property will continue to be handled by Building Services and Property & Insurance Committee. Motion by Haugen, 2nd by Johnson to continue handling the properties as they currently are. Carried.

It was noted that the former Health Care Center Benefit club donated $10,000 for the maintenance of the
Fire House at the Old Health Care Center Property and they would like to have picture taken with a
County Representative receiving the donation. Tim will line up a time when Virgil can be available to do
the picture.

c. Approve lease of the Bus Garage on the Old HCC property to the Sauk County Snowmobile Club. Motion by Riek, 2nd by Hartje to approve lease. Carried.

d. Discussion concerning a request from Donovan Frank to purchase approximately 2 acres of the old HCC Property. Todd Liebman said that a fair market value and other research would need to be done prior to offering the property for purchase. Motion by Riek, 2nd by Dippel for Liebman to go forward with the additional research prior to offering the property for sale. Carried.

e. Tim & Todd gave an update on Herek Forestry Service’s request for a temporary easement on the Landfill property. Todd suggested adding language to the easement stating that Herek is responsible for any damages to the Landfill property. Motion by Johnson, 2nd by Haugen to approve the temporary easement with the additional language. Carried.




7. Departmental Updates - Risk Management (Carl Gruber).
a. Carl provided the monthly report for Risk Management.
b. Deductibles: No Deductibles.
c. Approval of nominations for Committee members and staff to Wisconsin County Mutual Committees. Motion by Haugen, 2nd by Riek for Al Dippel and Carl Gruber to continue serving on the committee. Carried.

Departmental Updates - Buildings, Communications/Towers & Landfill (Tim Stieve).
a. Tim provided the monthly report for Buildings/Communications.
b. Tim reviewed vouchers. Motion by Johnson, 2nd by Dippel to approve the vouchers. Carried.
c. Tim presented a resolution for the roof repairs/replacement on the Connector Addition. Motion by Rick, 2nd by Johnson to approve the resolution for roof repairs/replacement on the Connector Addition. Carried.
d. Tim presented a resolution to replace the DX Air conditioning unit in the Courthouse Garage. Motion by Rick, 2nd by Johnson to approve the resolution to replace the DX Air conditioning unit in the Courthouse Garage. Carried.
e. Tim presented a resolution for complete maintenance upgrades to the Fire Alarm systems at the Courthouse/West Square and Reedsburg Human Services buildings. Motion by Rick, 2nd by Johnson to approve the resolution to upgrade the Fire Alarm systems at the Courthouse/West Square and Reedsburg Human Services buildings. Carried.

8. Next Meeting date: Regular meeting was set for October 10, 2011, at 8:00 a.m.
