ORDER OF BUSINESS. The meeting was called to order by Meister at 1:30 P.M. and was certified to be in compliance with the Open Meetings Law.
AGENDA. Motion by A. Lombard, second by M. Dent, to adopt the amended agenda.
MINUTES. Motion by C. Held, second by A. Lombard, to approve the July 11, 2014, regular business meeting minutes as sent.
COMMUNICATIONS. None
SHERIFF’S DEPARTMENT PRISONER TRANSPORT. T. Meister and J. Spencer appeared to request ability to increase rate of pay for the Prisoner Transport group. The dollars are adequately allocated in the Sheriff’s Department budget for 2015. Motion by A. Lombard, second by H. Netzinger, to increase the Prisoner Transport rate to $11.00 per hour. C. Held-Nay, M. Dent-Nay, T. Meister-Nay. Motion failed. Motion by C. Held , second by M. Dent to increase the Prisoner Transport hourly rate to $12.00 per hour effective January 1, 2015. A. Lombard- Nay, H.Netzinger – Nay. Motion carried.
SHERIFF’S DEPARTMENT DRUG COORDINATOR. T. Meister appeared to request ability to extend the Drug Coordinator (project position) an additional year. The Sheriff indicated the position and program requires evaluation an additional year to measure for effectiveness. Motion by A. Lombard, second by H. Netzinger, to extend the Drug Coordinator (project position) an additional year through December 31, 2015. Motion carried.
PERSONNEL DEPARTMENT BUDGET. M. Posewitz presented initial 2015 budget request for the Personnel Department. The overall request increased slightly from prior years. Specific ongoing issues include: Section 125 administration fees; continued use of intern; implementation of classification and compensation analysis; addition of limited term employee, wellness program initiatives and increases in advertising expenses. Motion by H. Netzinger, second by M. Dent, to approve the 2015 Personnel Department budget and programs as presented. Motion carried.
DEPARTMENTAL UPDATE. M. Posewitz distributed the monthly activities report including meetings, recruitments, terminations, labor activities, EAP utilization and benefits information. Some of the employer portions of the Affordable Care Act were delayed until 2015. GHC is now providing on-site nursing care, wellness and other services for employees. The ongoing guidance of positions requested through the budget process was also discussed. The Committee wished to continue the practice of no new position requests without adequate funding sources. Posewitz presented the Committee with the monthly unemployment statistics and wellness program initiatives.
Motion by A. Lombard, second by M. Dent, to adjourn until date certain for regular business meeting. Motion carried.
