ORDER OF BUSINESS:

The meeting was called to order by T. Meister at 5:00 P.M. and was certified to be in compliance with the Open Meetings Law.

AGENDA:

Motion by P. Tollaksen, second by C. Montgomery to adopt the agenda. Motion carried.

MINUTES:

Motion by C. Montgomery, second by H. Netzinger, to approve the February 12, 2010, minutes of the regular business meeting as sent. Motion carried.

PUBLIC COMMENT.

None.

PERSONNEL DEPARTMENT PROGRAMS AND PRIORITIES.

M. Posewitz distributed diagram illustrating essential functions, inclusive of mandated programs, of the Personnel Department. Work has continued regarding department efficiencies and labor areas. Motion by C. Montgomery, second by P. Tollaksen, to document Personnel Department programs and priorities as discussed. Motion carried.

RESOLUTION RATIFYING THE 2010 COLLECTIVE BARGAINING AGREEMENT BETWEEN SAUK COUNTY AND AFSCME LOCAL 3148 (HEALTH CARE CENTER).

M. Posewitz presented information regarding tentative agreements reached by both parties. Issues with health insurance, wages and contract duration remain unresolved. Resolution to advance when resolved.

CONSIDERATION OF CONTINUITY OF OPERATIONS SIDE LETTER BETWEEN SAUK COUNTY AND AFSCME LOCAL 3148 (HEALTH CARE CENTER).

M. Posewitz explained the union proposed side letter requesting an agreement not to sell the facility in future years in exchange for a lower wage increase(s). Motion by P. Tollaksen, second by C. Montgomery, not to pursue side letter with AFSMCE Local 3148 as presented. Motion carried.

AFSCME LOCAL 252 DETECTIVE ON CALL SIDE LETTER.

M. Posewitz presented information regarding the detective division side letter with the Sheriff’s Department. Motion by H. Netzinger, second by P. Tollaksen, to approve side letter as presented. Motion carried.

PERFORMANCE APPRAISAL OF PERSONNEL DIRECTOR:

Motion C. Montgomery, second by P. Tollaksen to enter into closed session pursuant to Wis. Stats. 19.85 (1) (c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility to include those individuals present that are germane to the business being addressed. Roll Call vote was taken: Meister-Aye, Tollaksen-Aye, Netzinger-Aye, Montgomery- Aye. Alexander-Absent. Motion Carried.

Motion by P. Tollaksen, second by H. Netzinger, to reconvene in open session. Motion carried.

DEPARTMENTAL UPDATE

M. Posewitz distributed the activity report for the month including meetings, recruitments, terminations, labor activities and benefits information. Elected Officials establishment of salaries for the next term of office will be scheduled for the May meeting. Posewitz presented the Committee with the monthly unemployment statistics, updates on the department budget and other issues. Negotiations sessions with the Health Care Center and Sheriff’s Department are scheduled for April 6, 19 and 28.

Motion by H. Netzinger, second by P. Tollaksen, to accept the Departmental Update as presented and to approve the bills in the amount of $4,180.40. Motion carried.

Motion by C. Montgomery, second by H. Netzinger, to adjourn until 8:15 A.M. Friday, April 9, for regular business meeting. Motion carried.
