ORDER OF BUSINESS:

The meeting was called to order by P. Tollaksen at 4:30 P.M. and was certified to be in compliance with the Open Meetings Law.

AGENDA:

Motion by C. Montgomery, second by H. Netzinger to adopt the agenda. Motion carried.

MINUTES:

Motion by H. Netzinger, second by C. Montgomery, to approve the March 11, 2010, minutes of the regular business meeting as sent. Motion carried.

HEALTH CARE CENTER.

M. Posewitz presented information on behalf of K. Gochanour regarding a request to create a Registered Nurse project position not to exceed 18 months. Motion by C. Montgomery, second by P. Tollaksen, to create and conduct recruitment for Registered Nurse project position as presented. P. Tollaksen – nay. Motion carried.

HUMAN SERVICES.

M. Posewitz presented information on behalf of W. Orth regarding a request to conduct recruitment for a vacant CPS Social Worker. Motion by C. Montgomery, second by H. Netzinger, to conduct recruitment for CPS Social Worker position as presented. P. Tollaksen – nay. Motion carried.

CONSIDERATION OF AFSCME LOCAL 360 MEMORANDUM OF UNDERSTANDING.

M. Posewitz presented information regarding Memorandum of Understanding with AFSCME Local 360 in an effort to settle Grievance No. 69267 MA-14546. Motion by H. Netzinger, second by C. Montgomery, to approve the Memorandum of Understanding as presented. Motion carried.

CONSIDERATION OF AFSCME LOCAL 360 FOUR DAY WORKWEEK SIDE LETTER.

M. Posewitz presented information regarding proposal for the four day workweek for the Highway Department. Motion by H. Netzinger, second by C. Montgomery, to approve the side letter as presented. Motion carried.

PERSONNEL POLICY.

M. Posewitz presented information regarding updates to the Personnel Ordinance. The majority of the content is governed by State or Federal law; plan to work with the Committee to amend the ordinance as necessary and create a policy document to address remainder of changes. Motion by C. Montgomery, second by H. Netzinger to proceed as presented with updates to the committee as necessary. Motion carried.

DEPARTMENTAL UPDATE:

M. Posewitz distributed the activity report for the month including meetings, recruitments, terminations, labor activities and benefits information. Elected Officials establishment of salaries for the next term of office will be scheduled for the May meeting. The process for filling vacant positions will also be placed on the agenda for the May meeting.

Update on streamlining negotiations and/or labor process. Posewitz presented the Committee with the monthly unemployment statistics, updates on the department budget and other issues. Negotiations sessions with the Health Care Center and Sheriff’s Department are scheduled for April 26 (Sheriff) and April 28 (HCC).

Motion by H. Netzinger, second by P. Tollaksen, to accept the Departmental Update and changes to negotiations process as presented, and approve the bills in the amount of $3866.40. Motion carried.

Motion by C. Montgomery, second by H. Netzinger, to adjourn until 8:15 A.M. on May 14, 2010, for regular business meeting. Motion carried.
