A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources & Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee and Property Committee. No governing body will exercise any responsibilities, authority or duties except for the Personnel & Insurance Committee. It is possible that a quorum on county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committee present, although those committee will not take any formal action at this meeting.

Members Present: Carl Gruber, Peter Kinsman, Terry Spencer
Others Present: Anna Cooke, Patrick Gavinski, Brent Miller, Andy Phillips, Jessica Mijal, Lisa Wilson, Emily Greenwood, Brian Desmond
At 5:04 p.m., Chair Gruber called the Personnel and Insurance Committee meeting to order and certified compliance with the open meetings law.
Adopt Agenda: Motion to adopt agenda by Kinsman, 2nd by Spencer. Motion carried.
Adopt of minutes from previous meeting: Motion by Spencer, 2nd by Kinsman to approve the minutes from the January 9, 2023 meeting.
Public comment: None
Communication: None
Discussion and Possible Action to Hire Nicole Morris for Social Worker – CSP Position at Step 8. Mijal presented the request to hire at step 8 for the CSP Position. Motion by Spencer, 2nd by Kinsman to approve the hire of the Social Worker – CSP Position at Step 8.
Discussion and Possible Action to Hire John Starling for the new Parks Maintenance Technician position. Wilson presented the request to hire John Starling. Motion by Kinsman, 2nd by Spencer to approve the hire of the new Parks Maintenance Technician position.
Discussion and Possible Action to Retitle the Skilled Laborer position to a Highway/LRE Operator position. Gavinski presented the request to retitle the Skilled Laborer position. Motion by Kinsman, 2nd by Spencer to approve the retitle of the Skilled Laborer position.
Discussion and Possible Action on Refilling the Health Care Center Administrator position. Miller presented information regarding the upcoming vacancy for the Health Care Center Administrator position. Recommend Health Care Center Board discussion before taking action. No motion carried.
Discussion and Possible Action on Refilling the HR Safety Coordinator position. Miller and Cooke presented information regarding the vacant HR Safety Coordinator position. Discussion ensued. No motion carried.
Discussion of the Sauk County Ordinance and Handbook. Phillips presented information on the updates provided by County Mutual. Discussion ensued.
Department Updates:
Cooke gave an update and overview of how the Personnel Department is continuing to function with the new a HR Director. Cooke talked about recruiting, and the monthly safety report. Motion by Spencer, 2nd by Kinsman to approve the invoices and reports, and actions taken. Motion Carried.
