A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources & Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee and Property Committee. No governing body will exercise any responsibilities, authority or duties except for the Personnel & Insurance Committee. It is possible that a quorum on county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committee present, although those committee will not take any formal action at this meeting.

Members Present: Carl Gruber, Robert Prosser, Peter Kinsman, Terry Spencer
Others Present: Brent Miller, Anna Cooke, Emily Greenwood, Susan Blodgett, Bridgitte Bodette, Pat Rego
At 5:00 p.m., Chair Gruber called the Personnel and Insurance Committee meeting to order and certified compliance with the open meetings law.
Adopt Agenda: Motion to adopt agenda by Kinsman, 2nd by Spencer. Motion carried.
Adopt of minutes from previous meeting: Motion by Spencer, 2nd by Kinsman to approve the minutes from the November 7, 2022, meeting. Motion carried.
Public comment: None
Communication: None
Discussion and Possible Action to Retitle Vacant HR and Safety Coordinator position to EHS Coordinator position. Held for January meeting.
Discussion and Possible Action to Reclassify Two (2) Vacant Hospitality Aide positions to Four (4) part-time casual Hospitality Aide positions. Emily Greenwood presented information regarding the positions. Motion by Prosser, 2nd by Kinsman to approve the reclassification of the vacant Hospitality Aide positions.
Discussion and Possible Action to Approve hiring Speech Therapist at step 8. Bridgitte Bodette presented information regarding the hiring of the Speech Therapist. Motion by Kinsman, 2nd by Prosser to approve the hiring of Speech Therapist candidate at step 8.
Discussion and Possible Action to Approve hiring Teri Fichter for Dining Center Coordinator LTE. Susan Blodgett presented information regarding the hiring of Teri Fichter. Motion by Spencer, 2nd by Kinsman to approve the hiring of Teri Fichter for Dining Center Coordinator LTE.
Discussion and Approval of Comparable Listing for compensation and classification study. Cooke presented information regarding the comparable list as recommended by McGrath. Information to be gathered and presented at January meeting regarding Dane County and Sand Ridge. Motion by Prosser, 2nd by Spencer to approve of the comparable listing.
Department Updates:
Cooke gave an update and overview of how the Personnel Department is continuing to function with the new a HR Director. Cooke talked about recruiting, and the monthly safety report. Motion by Kinsman, 2nd by Prosser to approve the invoices and reports, and actions taken. Motion Carried.
