SUBJECTS FOR DISCUSSION:

2. Election of Chairperson for this joint committee meeting.

5. Consideration of Resolution authorizing the Treasurer/Real Property Lister Department to create one, full-time (1.0) FTE Accounting Assistant outside the 2014 Budget Process.
6. Consideration of Elected Officials’ pay plan for the 2015-2018 (Clerk of Courts, Sheriff, Coroner) term of office.
7. Adjournment.
Immediately following the adjournment of the joint committee meeting, the Personnel Committee will reconvene for their regular business meeting separately in the County Board Gallery. It is estimated that this will be at 2:00 p.m., however the exact time may vary.

The meeting was called to order by Finance Committee Chairperson Bychinski 1:30 PM. Certification of open meeting compliance was given. Motion by Alexander, second by Lombard to nominate Bychinski to serve as chair of the joint meeting. Motion by Alexander, second by Held to close the nominations and unanimously elect Bychinski. Motion carried.
Motion by Alexander, second by Held to adopt the agenda. Motion carried.
Public Comment: Terri Radke commented on possible agenda item to reclassify position.
Consideration of Resolution authorizing the Treasurer/Real Property Lister Department to create one, full-time (1.0) FTE Accounting Assistant outside the 2014 Budget Process
Discussed changes due to multiple outcomes of implementation for new system and to position the department for foreseen changes and challenges. Geoghegan reviewed the permanent position and discussed how it will enable the necessary restructure decisions. Schauf noted the change has been well thought. The history of the temporary position was discussed. Motion by Tollaksen, second by Lombard to authorize the Treasurer/Real Property Lister Department to create one, full-time (1.0) FTE Accounting Assistant outside the 2014 Budget Process. Vote called: Finance Committee: Bychinski-Aye, Fordham-Aye, Lane-Aye, Lombard-Aye, Wenzel-Aye. Personnel Committee: Alexander-Aye, Held-Aye, T Meister-absent, Netzinger-Aye, Tollaksen-Aye. Motion carried.
Consideration of Elected Officials’ pay plan for the 2015-2018 (Clerk of Courts, Sheriff, Coroner) term of office.
Schauf and Posewitz commented on the information distributed to the committees. One recommendation is to make the benefits and WRS contribution consistent with employees. Posewitz noted, by law, the pay plan for these elected officials needs to be determined prior to election papers being taken out April 1. Preliminary class and compensation study groupings were discussed. For these elected officials there are not comparable private sector positions for comparison. The value and quality of leadership was discussed. The sheriff position has wage compression issues. Committee commented on the necessity to take names and personalities out of the equation. Motion by Tollaksen, second by Wenzel, to increase annual compensation 2% each year 2015-2018, WRS contributions according to law for county and employee contribution, and health insurance participation under the same terms and conditions offered to non-represented employee groups. Vote called: Finance Committee: Bychinski-Aye, Fordham-Aye, Lane-Aye, Lombard-Aye, Wenzel-Aye. Personnel Committee: Alexander-Aye, Held-Aye, Meister-abstain, Netzinger-Aye, Tollaksen-Aye. Motion carried.
Motion by Netzinger, second by Lombard to adjourn the meeting. Motion carried.
