Immediately following the adjournment of the joint committee meeting, the Personnel Committee will reconvene in Room 213 for their regular business meeting. It is estimated that this will be at 1:30 p.m., but the exact time may vary.

The meeting was called to order by Finance Committee Chairperson Bychinski 1:00 PM. Certification of open meeting compliance was given. Motion by Fordham, second by Meister to nominate Bychinski to serve as chair of the joint meeting. Motion by Fordham, second by Lane to close the nominations and unanimously elect Bychinski. Motion carried.
Motion by Alexander, second by Netzinger to adopt the agenda. Motion carried.
Public Comment: None.
Discussion of 2014 budget guidance.
Schauf noted the guidance needed for departmental budgeting concerning labor costs. This metric would enable initial planning and would not be final. Schauf highlighted the expected benefits of the class and compensation study and reviewed the Sauk County wage history. Posewitz reviewed factors affecting health insurance rates are mostly claim experience and the Affordable Care Act (ACA). A future meeting will involve the health insurance broker attorney to review implications of the ACA. Posewitz noted the County is bidding for health insurance. Wellness programs and other insurance opportunities were discussed. The committees discussed a budgeted allowance amount to be allocated with implementation of the class and compensation study.
Motion by Meister, second by Netzinger to budget 12% health insurance increase in the departmental budgets. Vote called: Finance Committee: Bychinski-Aye, Fordham-Aye, Lombard-Aye, Wenzel-Aye. Personnel Committee: Alexander-Aye, Held-Aye, Meister-Aye, Netzinger-Aye. Motion carried
Motion by Alexander, second by Fordham to maintain 2013 wage levels except for the law enforcement sworn unit; and at a later date a class and compensation budget allocation determined by the Finance Committee be included in the budget. Vote called: Finance Committee: Bychinski-Aye, Fordham-Aye, Lombard-Aye, Wenzel-Aye. Personnel Committee: Alexander-Aye, Held-Aye, Meister-Aye, Netzinger-Aye. Motion carried
Motion by Lombard, second by Meister to adjourn the meeting. Motion carried.
