SAUK COUNTY NATURAL BEAUTY COUNCIL
MEETING MINUTES
January 6, 2016
Call to order at 9:40 a.m.
Present: Patsy Boettcher, Ann Swengel, and Scott Weber. Absent and excused was Brian Peper and Linda Borleske. Also present was the CPZ Director Mr. Brentt Michalek.
Motion by Ann, seconded by Patsy to adopt the agenda of the January 6, 2016 meeting. Motion carried.
Ann asked to revise the minutes to include discussion on a future project that would include habitat improvement for Monarch butterflies. Motion by Scott, seconded by Pasty to adopt the amended minutes of the December 2, 2015 meeting. Motion carried.
CORRESPONDENCE
The CPZ Director appeared and provided a background and history of the Natural Beauty Council. Apparently the council has been not in compliance or not conducting meetings with all required parties. The bylaws require 7 members, one member shall be a supervisor, a majority of the membership will constitute a quorum. The 1967 Ag Committee Resolution states that NBC shall consist of one member each from the Ag Committee, Forestry/Park Committee, UW Extension and at least 7 public members. The members did not remember any of these committee members attending any council meetings. Scott and Patsy stated that efforts to recruit new members has not been successful. Brentt mentioned that the council needs to make a decision on the direction they wish to go.
Ann stated that the council really has only 2 options; dissolve or reconfigure. The NBC must resolve legal issues.
Scott mentioned that he just became the next President of River Pals. River Pals will take over the Earth Day event. This group could take over the council’s projects.
Brentt stated that the council has some money in their budget and that the council should discuss where they wished this money to go. Scott thought the money should stay in conservation. This money could be divided up to go to other groups or projects.
Brentt informed the members that if the council dissolves then action must be taken to discuss distribution of remaining NBC funds and what to do with their remaining projects. He suggested these issues be discussed at their next meeting.
