Meeting Minutes

Committee Members Present: Wenzel, Fleischmann, Felton, Geoghegan, Dederich, Cunningham, Gavin,

Committee Members Absent: Pate, Brown, Jelinek, Bailey

Wenzel called meeting to order @ 10:17am

Motion by Geoghegan, seconded by Dederich to approve agenda.

Dederich requested that minutes from May 26th meeting be amended.  Asked to strike part of sentence in second sentence of first paragraph for LR Activities & Dept Updates related to “in original survey notes…” related to center of sections.  No center of sections in original notes. Removed that part of the text.  Also in the very next sentence, first word, changed Rough to Roughly.  All agreed to change.

Motion by Geoghegan, seconded by Fleischmann to approve minutes from May 26, 2016 meeting.

Review of 2016 Projects and Budget Status:

            Discussed Hwy Plan project, the work intern (Jake) did related to this project and the application website that has been created.  This project and app do not include the State Hwys. New Surveyor app is also being developed along with the hwy plans application.

            Discussed Re-Survey preservation project.  Scans have been completed.  Books are back, waiting on remaining renaming of files, categorizing and inventory of these records.

            Discussed Elections App and future developments.

            Discussed Address App, related address assigning and verification, through use of this application.

            Discussed desire to work on a Tax Deed (Foreclosures) application for Treasurer’s office. 

            Discussed Cemetery App and related work that came from initial work in providing data to ESRI for inclusion in the Community Maps Program.

            Discussed work with the Health Dept. regarding wells data and nitrate levels.  An application was developed from this work and was handed back to Health Dept for evaluation of data and related outcomes from this information.  Currently the app is with the Health Dept, and being evaluated.  No determination on if it would be made public or maintenance of the information.  Cunningham mentioned about CPZ’s work related to impervious layers and how this relates to what is being required now by the county for building related to shoreland preservation.  Cunningham also mentioned that UW-Stevens Point Groundwater center has a statewide inventory of well testing (30 years) of information and a related website.  It was noted that CPZ has used this information in determining roughly the chemical levels within in various sections in the county related to building permits.  We discussed what possibilities there may be to develop an application related to the impervious surface information & new permitting requirements, along with how to incorporate other information that will assist CPZ in fulfilling these new requirements.

            Discussed Remonumentation (PLSS) project, incorporating the good, GPS’d(current) section corner information with the parcel data to develop a more accurate mapping system. The pilot project of Washington, Bear Creek and Honey Creek for the 2016 Strategic Initiative grant was discussed.

Discussion of Land Records Activities & Updates by Department:

            Land Records discussed their projects and updates with the 2016 projects report.

            Dederich noted that there is a railroad project that he is being tasked with through the county, related to the Great Sauk Trail development.  Dederich was made aware of the work being planned to take out railroad related to the Great Sauk Trail area and stated he let CPZ committee know that these rails relate directly to monumentation.  The rails location and monuments need to be noted and GPS’d to preserve after their location.  He noted after some discussions with CPZ & Highway that he will be going out and surveying the current location of the rails soon.  Once the Great Sauk Trail work is completed, Dederich will go back out to set monuments out related to these locations and reestablish the rail monumentation.

            Brian noted the impervious surface information that he discussed earlier and just stated that some sort of application for this would greatly benefit CPZ.  He also noted that other staff may have needs of land information development projects in the coming year, especially related to the maps and apps already being developed and made available through Sauk County’s website.

2017 Land Records Modernization Budget: Discussion of 2017 Goals & Priorities –

            Discussed the overall budget, where the expenditures have been for the current year.  Reviewed budget numbers and details.  Related to that the overall budget for 2017 is down from 2016 and under levy by more than $1,000.  The Strategic Initiative Grant for 2016 ($50,000) and possibility of 2017 grant ($50,000) were noted, along with a departmental chargeback from Health Dept to Land Records related to the wells and nitrate application.  Went over the Land Records Modernization Goals & Objectives for 2017 (Form 1).

Agenda items for next meeting: No specific items discussed.  Will add standard items for draft agenda.

Next meeting: Monday January 23 @ 10am, location TBD.
