Land Information Council January 23, 2018

Meeting Minutes

 

Committee Members Present: Wenzel, Pate, Felton, Bailey, Geoghegan, Brown, Wilson, Dederich

Committee Members Absent: Gavin, Jelinek, Hameau, Templin

 

Wenzel called meeting to order @ 10:03am

 

Motion by Pate, seconded by Bailey to adopt agenda.

 

Motion by Pate, seconded by Dederich to approve minutes from September 21, 2017 meeting.

 

Public Comment: none

 

Communications: Discussion on document Grantor/Grantee records. Felton informed the group that DOA has accepted Sauk County’s 2018 WLIP grant application and has approved $51,000 total in grants.  Wenzel mentioned that the 2018 WSLS Institute is this week and encouraged everyone to attend.

 

Review of 2017 Budget Balance:

            Pate handed out YTD Budget Report. Discussed the account and activities.  There was approximately $82,000 of Fund Balance used in 2017. At the end of 2017 there was approximately $570,000 in the Fund Balance.

           

Discussion of Land Records Activities & Updates by Department:

            Land Information/GIS: Felton discussed the department projects and gave update on addressing project.

 

            County Surveyor: Dederich noted the project areas for the 2018 WLIP Grant. There will 3 projects in Town of Spring Green & 2 projects in Town of Fairfield to acquire GPS coordinates and corner monumentation.  Matt Filus & Sean Walsh were awarded these contracts.  Currently they are the only contractors qualified per the county policy.

 

Dederich noted that 5 more projects will go out yet this year for remonumentation. Discussed qualified contractors, and Dederich noted that he needs to qualify others.  Vierbicher & MSA were qualified but the persons who were qualified supervisors under them are no longer working for the respective companies. Dederich has been in contact with each company. Kerry Zimmerman from MSA and Scott Dischler from Vierbicher will be the key supervisors for their companies. Dederich will work with each supervisor to ensure they go through the qualification testing.  Bill Wenzel is also working to get qualified through the testing that the County Surveyor’s office has for qualification.

           

Final 2018 Land Records Modernization Budget:

Pate handed out the 2017 Budget Details.  Discussed the totals. There is $50,000 for Remonumentation budgeted, along with $50,000 for ROD indexing conversion.  There will be a total Fund Balance of approximately $410,000 if we spend all that is budgeted for 2018.

 

Agenda items for next meeting: 2020 Orthophotography flight discussion; 2019 Budget Goals; 2019-2021 Land Information Plan; 2018 Census LUCA; Budget Update; Intern Update; Co. Surveyor Report on Towns Association meeting (Feb 15th @ Westfield Town Hall).

 

Next meeting: Thursday May 24th @ 10am, Room 213 WSB.
