Sauk County Law Enforcement Committee
January 12, 2011
The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, January 12, 2011 at 09:30 am, in the Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

1. Call to Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 09:30 AM.
2. Agenda: Motion by Tollaksen, seconded by Halfen, to adopt the agenda. Motion carried.
3. Approve minutes of Previous Meeting(s): Motion by Halfen, seconded by Sinklair approve the minutes from previous meetings on December 14, 2010. Motion carried.

7. Sauk County Animal Shelter operations update:
Animal Shelter took in 67 dogs and adopted/reclaimed 47 dogs. They also took in 55 cats and adopted out 31 in the month of December.
The Animal Shelter had a total of 31 calls and picked up 15 dogs and 13 cats
The Animal Shelter dealt with a total of 5 bite cases; 3 dogs and 2 cats.
8. Review and approve December 2010, expenses for Coroner:
Motion by Halfen, seconded by Tollaksen, to approve payment of the Coroner’s expenses for December 2010, in the amount of $3,634.28. Bills discussed. Motion carried.
9. Review and approve December 2010 and January 2011, expenses for Sheriff:
Motion by Tollaksen, seconded by Halfen, to approve payment of the Sheriff’s Department expenses for December 2010, in the amount of $85,582.51 and January 2011, in the amount of $7,026.22. Bills discussed. Motion carried.
10. Discussion on Project Lifesaver Grant.
This is a program that allows individuals to wear wristbands in case the individual becomes lost. This includes elderly, autistic children, etc. This is a nationwide program.
This grant provides the equipment needed to set up the program.
11. Discussion on projected budget deficit.
Handout given to Committee breaking down shortfalls in revenues and savings in expenses. At this time we have an estimated shortfall of $143,224.
12. Department of Corrections Report
DOC Housing Report handed out.
State Housing billing handed out
We have received a 2011 contract from DOC.
Receive at letter in regards to probation holds for 2010 and a check for those holds in the amount of $47,291.40.
13. Sheriff’s Report.
Tiffany gave a report on Community Service given by the Huber
A book by the inmates – Waiting for Corporation Counsel to review inmate releases for the book
Number of Calls Report handed out. 4,990 calls for service in December.
Overtime for December 2010
802 hrs of overtime for December
Prisoner Transport 55 prisoner transports for December 2010
Prisoner Transport cost and housing costs for Juveniles $3,675.28.
997 hours of volunteer hours by Huber inmates in December
Electronic monitoring billed out $4,148.00 and paid Pro Tech $1343.00 for a profit of $2,805.00 in the month of December. There was 244 offender days.
Handout on Jail Population over the past several years.
Accident reports online. In 2009 we had 1,242 requests for accident reports in 2010 we had 712 requests.
Civil Process for December 2010
Letter to Chris Fehrman regarding his assistance to our Department with the use of his snowmobile.
Received a thank you email from Trooper Asp for the assistance of Sauk County Deputy Kyle Gartska for providing CPR to a crash victim.
Promotion of Troy Sutherland to Patrol from the Jail.
14. Staffing Update
Sheriff Meister explained the promotions and layoffs that have occurred since taking office.
Sheriff Meister has promoted Jeff Spencer to Captain and Kevin Fults to Chief Deputy.
We have eliminated 8 positions within the Department.
Captain, 2 Lieutenants, Patrol, Detective, 3 clerks

The next regular meeting of the committee was scheduled for February 8, 2011 at 09:30 am. Motion by Halfen, seconded by Tollaksen, to adjourn the meeting Motion Carried.
