August 14, 2012
The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, August 14, 2012 at 09:30 am, in the Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

1. Call to Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 9:58 am.
2. Agenda: Motion by Tollaksen, seconded by Halfen, to adopt the agenda. Motion carried.
3. Approve minutes of Previous Meeting(s): Motion by Halfen, seconded by Nobs approve the minutes from previous meeting July 12, 2012. Motion carried.
4. Communications:
-Letter from Baraboo Ambulance thanking Deputy VanDenHeuvel for his assistance and willingness to help at a car versus motorcycle crash on July 8.
-Email in regards to Helen Ballweg thanking the Jail staff for the treatment she received while in custody.
-Inmate statement thanking the entire jail staff for their help during his stay here.
-A card thanking Deputy Mathew Burch on his assistance on a call to their residence.

7. Sauk County Animal Shelter operations update:
Animal Shelter took in 69 dogs and adopted/reclaimed 54 dogs. They also took in 155 cats and adopted out/transferred out 31 in the month of July. The Animal Shelter also took in 4 rabbits, 1 alligator, 1 blackbird, 2 finches, 1 mink, 1 mouse, 5 raccoons, 5 robins and 1 squirrel.
The Animal Shelter had a total of 62 calls and picked up 37 cats and 24 dogs
The Animal Shelter dealt with a total of 14 bite cases; 4 cats, 6 dogs, 1 bat, 1 raccoon.
On 7/25/12, the animal shelter received a call from a realtor in Sauk City regarding an alligator that had been left in a home. When they talked with the realtor, she said that the house had been condemned and that the tenants were not allowed in the home. They said that the alligator had been in the home alone for more than a week with no care. She gave the animal shelter permission to enter the residence and take the alligator. They placed the alligator in foster care.
8. Review and approve July 2012, expenses for Coroner:
Motion by Tollaksen, seconded by Johnson, to approve payment of the Coroner’s expenses for July 2012, in the amount of $4,541.73. Bills discussed. Motion carried.
2013 Budget handed out. Moved by Halfen, seconded by Tollaksen, Motion carried to forward on budget to Finance.
9. Review and approve July 2012, expenses for Sheriff:
Motion by Halfen, seconded by Tollaksen, to approve payment of the Sheriff’s Department expenses for July 2012 in the amount of $107,309.01. Bills discussed. Motion carried.
10. Discussion and possible action on Impound lot at South Precinct.
The Sheriff requested the Highway shop to remove the fence from the Impound Lot in Town of Spring Green. Steve Muchow stated the Highway Shop will remove the fence if they are able to keep the fence to use at the Highway Shop. Motion by Tollaksen, seconded by Johnson. Motion carried.
11. Discussion on Criterion Results.
a) Reconfiguration of B Pod Control
-Rough figures from Kraemer thought the cost of a remodel would be under 3.5 million. Sheriff Meister advised the Committee it is up to them on whether they want to consider it. F. Halfen asked K. Schauf if the County had the money to hire a consultant. K. Schauf suggested that the County may have the funds to further the study.
-The committee recommended speaking to the Department of Corrections to see what their opinion is on the reconfiguration.
b)Jail Staffing
-impact of 12 hour shifts within the Jail and the Pros and Cons of a 12 hour shift. Johnson stated 12 hour shifts are not a benefit and he suggested not moving forward with them. Halfen would recommend that we complete a study and speak to other counties in the State.
c)Twelve Hour Shifts in Jail
d)Any other discussion reference the Criterion Study results.
Field base reporting
Huber inmates movement to secured portion of the Jail. Currently there is no room within the Jail.
Electronic Monitoring- would currently only have 3 additional eligible inmates that would qualify to go out.
12. Discussion and consideration of 2013 Budget.
Committee would like to discuss budget further in September.
Committee would like to have a meeting prior to County Board at 5:15 pm on August 21, 2012.
13. Sheriff’s Report.
Number of Calls Report handed out. 7,815 calls for service in July 2012.
Overtime for July 2012– 1,969.75 hrs.
911 hang up reports handed out.
There was 107 Prisoner Transports in July 2012.
Prisoner Transport cost for 14 Juveniles was $3,108.39 for transport. Housing bill for July was $5,575.00.
Civil Process papers served for July was 187
Housing Year to Date billing handed out. $254,707.15
EM Report for July – Total of 447 offender days. Collected $7,599.00 in fees and was invoiced $1,721.13 for a profit of $5,877.87.
Average daily population for July was 164.
The Sheriff advised the Committee that he would be going to the Personnel Committee to request part time dispatchers.
14. Adjournment
The next regular meeting of the committee was scheduled for September 11, 2012 at 9:30 am. Motion by Tollaksen, seconded by Halfen to adjourn the meeting at11:37 am. Motion Carried.
