The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, October 12, 2010, at 09:30 am, in the Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

Call to Order and Certification of Open Meeting Law:
- The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 09:45 AM.

- Motion by Tollaksen, seconded by Johnson, to adopt the amended agenda. Motion carried.

Approve minutes of Previous Meeting(s):
- Motion by Halfen, seconded by Tollaksen approve the minutes from previous meetings on September 14, 2010. Motion carried.

Sauk County Animal Shelter operations update:
- Animal Shelter took in 60 dogs and adopted/reclaimed 44 dogs. They also took in 136 cats and adopted out 40 in the month of September.
- The Animal Shelter had a total of 56 calls and picked up 22 dogs and 23 cats
- The Animal Shelter dealt with a total of 12 bite cases; 5 dogs and 7 cats.
- November 6, Eilene Ribbens and Marnie Brown contributors to ACT 90 will be speaking in Sauk County.

Review and approve September 2010, expenses for Coroner:
- Motion by Halfen, seconded by Johnson, to approve payment of the Coroner’s expenses for September 2010, in the amount of $4,652.18. Bills discussed. Motion carried.

Review and approve September, 2010, expenses for Sheriff:
- Motion by Halfen, seconded by Tollaksen, to approve payment of the Sheriff’s Department expenses for September 2010, in the amount of $110,393.94. Bills discussed. Motion carried.

Discussion of accidental 911 dialing and possible action.
- Captain Fults distributed a report showing total 911 call hang-ups
- Due to a computer crash on ATT’s side we do not have all the data needed at this time.
- Halfen moved to have this tabled until November.

Consideration and resolution Amending Chapter 27, Animal Control Ordinance and Amending Chapter 20, Uniform Citation Ordinance.
- Motion by Tollaksen, seconded by Halfen to amend Chapter 27 and Chapter 20. Motion Carried.

Consideration and resolution Repealing and Recreating Chapter 6, Traffic and Snowmobile Rules and Regulations and Amending Chapter 20, Uniform Citation Ordinance.
- Motion by Tollaksen, seconded by Halfen to repeal and recreate Chapter 6 and amend Chapter 20. Motion Carried.

Consideration and resolution Authorizing an agreement with Bluffview Inc. to enforce traffic regulations on all private roads and driveways owned by Bluffview Inc.
- Tabled to November meeting.

Consideration and resolution approving a request to Apply for Aid to Law Enforcement with Wisconsin Ho-Chunk Lands within Sauk County.
- Motion Tollaksen, seconded by Halfen to Apply for Aid. Motion carried.

Consider resolution adjusting Sheriff’s Department staffing related to the prisoner transport team for 2011.
- Motion by Tollaksen, seconded by Halfen to postpone prior to October 19 at 5:30 pm.

Discussion and Possible action on projected budget deficit.
- Discussion of a 3.5% increase and the effects of it.
- Committee requested the Law Enforcement staff ask Finance if they are at zero dollar increase how is the Sheriff’s Office allowed at 3.5%.
- The Committee asked why we didn’t provide a 0% budget and 3% budget to the Finance Committee. They were advised that the Sheriff had cuts for both amounts and advised the Finance Committee how many positions would have been lost at each amount; however, the Sheriff could not announce what positions would be cut in an Public meeting, but could speak further on them during a closed session.

Department of Corrections Report.
- DOC Housing Report handed out.
- Captain Hafemann advises he has been meeting with Department of Corrections on a monthly basis and was advised yesterday that they continue to need beds until the end of 2010.
- Captain Hafemann advises he met with Department of Corrections regarding the transfer back of inmates to the State prisons. Captain Hafemann advises all inmates from Pod A should be gone by the end of December 2010.

Sheriff’s Report.
- Electronic Monitoring for September 2010. Twenty inmates involved for 392 offender days. Electronic Monitoring collected $4,508.50 in profit.
- Initial inspection for Jail looked positive.
- 2 Triple III’s
- Patrol Deputy kicked by a female in the face
- Jail Deputy hurt her back in the Jail while completing a cell search.

Adjournment
- The next regular meeting of the committee was scheduled for November 9, 2010 at 09:30 am. Special meeting of the committee was scheduled for October 19, 2010 at 5:30pm prior to County Board. Motion by Tollaksen, seconded by Halfen, to adjourn the meeting.
