                                 SAUK COUNTY BOARD OF SUPERVISORS
     LAND CONSERVATION and PLANNING, ZONING AND LAND RECORDS COMMITTEES
                Thursday, September 14, 2011 - Room B30 West Square Building

Land Conservation Committee (LCC) members present: L. Borleske, T. Kriegl, P. Murray, R.
Puttkamer, L. Wiese (One vacant position)

Planning, Zoning, & Land Records (PZLR) Committee members present: J. Ashford, J.
Gaalswyk, F. Halfen, G. Lehman, D. Nobs

Others present: B. Bergstrom, B. Michalek, P. Pohle

Absent: No committee member absent.

At 6:33 p.m. Chair Lehman called the Planning, Zoning and Land Records Committee to order
and certified to be in compliance with the Open Meetings Law.

Chair Wiese called the Land Conservation Committee to order and certified to be in compliance
with the Open Meetings Law.

Adopt agenda: Motion by Borleske/Halfen to adopt the amended agenda. Motion carried, all
PZLR members in favor. Motion carried, all LCC members in favor.

Public comment: None.

The formal notification of DNR’s “Findings of Fact, Conclusion of Law and Order” in the matter
of the Secretary’s Order pertaining to modification of the deadline for counties to enact or
amend a shoreland zoning and subdivision ordinance in compliance with the revised statewide
minimum shoreland zoning standards under ch. NR 115, Wisconsin Administrative Code was
provided to the committees.

Discussion and possible action on 2012 budget: Motion by Kriegl/Murray to add $150,000 to
restore the engineer’s position and half-time technician position.

Gaalswyk called for point of order on chair restricting committee members from speaking.

There was discussion regarding the previous LCD professional engineer’s duties and how the
department could utilize a consulting engineer versus an in-house professional engineer.
Motion by Ashford/Gaalswyk to postpone action on this motion until we hear more about the
budget during the meeting.

Kriegl withdrew the motion with the option to repeat it.

Michalek reviewed and discussed the budget noting that no programs were cut.

Questions and answers on budget.

Motion by Nobs/Halfen to approve budget.

Motion by Kriegl/Murray to amend to add $150,000 for hiring an engineer and half-time person.

Committees discussed the motion for adding $150,000 for hiring an engineer and half-time
person.

Motion by Nobs/Ashford to call the question on the amendment. Motion carried.

Vote to amend budget adding $150,000 for hiring an engineer and half-time person. All LCC
members in favor. All PZLR members opposed. Motion failed.

Motion by Murray/Kriegl to amend motion to increase budget by $100,000 for staffing or at the
director’s discretion. All LCC members were in favor. PZLR members in favor were Ashford
and Gaalswyk, opposed were Nobs, Halfen, and Lehman.

Lehman called the question to vote on the Nobs/Halfen budget motion with amendment of
Murray/Kriegl to increase budget by $100,000. All LCC members were in favor. PZLR members
in favor were Ashford and Gaalswyk, opposed were Nobs, Halfen, and Lehman.

Next meeting of the Planning, Zoning and Land Records Committee will be held on Wednesday,
September 28, and the meeting of both the Land Conservation Committee and Planning, Zoning
and Land Records Committee will be held on Thursday, October 13, at 9:00 a.m.

Motion by Halfen/Wiese to adjourn at 8:20 p.m. Motion carried, all PZLR members in favor.
Motion carried, all LCC members in favor.
