Meeting called to order by Chair Wiese at 9:00 a.m. It was certified that the requirements of the open meeting law have been met. Present were Borleske, Murray, Puttkamer, Wiese and Zowin from the Committee; Van Berkel and Pohle-LCD. Kriegl was absent.
Adopt agenda: Motion by Borleske/Murray to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting: Motion by Murray/Borleske to adopt the minutes of the regular LCC meeting on May 6. Motion carried, all in favor.
Communications:
- Thursday Note(s) - Van Berkel highlighted the June 10 Thursday Notes. Zowin offered to help with planning the Wisconsin Land & Water Conservation Association (WLWCA) Conference.
- DNR Land Purchase Notification-Fairfield - 40 acres added to the state natural area to be used as a part of the Ice Age Trail.
- Notice from Baraboo School District - Land Conservation Department selected for School Bell Award for the 2009-2010 school year for Youth Conservation Days, watershed programs, and other programs the LCD promotes.
- DNR Landfill Permit - Received notification of proposed addition to landfill at Badger Ammunition Plant.

Review and approval of vouchers:
Voucher summaries were distributed to the Committee members. Motion by Zowin/Borleske to approve bills in the amount of $2,184.39. Motion carried, all in favor.
Legislative updates:
None.
Approval of 2011 Mission, Vision, Goals:
Distributed the 2011 Mission, Vision and Goals which incorporated the suggestions and modifications discussed at the previous LCC meeting. Committee discussed the report and suggested a few minor modifications. Van Berkel clarified that the 2011 Output Measures are based on getting the vacant technician position refilled in 2011. Motion by Borleske/Zowin to approve the 2011 Mission, Vision, and Goals with the changes discussed. Motion carried, all in favor.
Murray recommended to resubmit YEPS for the Wisconsin Invader Crusader Award next year and stress the youth involvement versus the department's involvement.
Update on June 11 - 12 Clean Sweep:
Van Berkel reported there were about 400 participants, and everything went very smoothly. Participants were very appreciative of the program. The goal is to make this an annual event. Recommended to report results to the full County Board.
Update on 2011 position request:
Van Berkel reported on his presentation of the request at the joint Personnel and Finance Committee meeting. He stressed the fact that this is not truly a request for a new position but to refill one of the two positions left vacant over the last two years. The Committee did not take any action on the request deferring their decision until the budget impacts can be determined. They emphasized that they are hoping to see no increase in budget as part of the request.
Approval of attendance of LCC to attend Southern Area Association Meeting and Tour:
The meeting and tour will be in Columbia County on July 28. Several committee members expressed interest. Motion to prepare a resolution to approve attendance for the Land Conservation Committee members to attend the SAA Meeting and Tour by Borleske/Zowin. Motion carried, all in favor.
Reports:
- Wiese report on Southern Area Association Meeting attendance - Elected officers, discussed WLWCA dues increase, digesters in Dane County, Environmental Quality Incentives Program (EQIP), Working Lands Initiative (WLI).
- Land Conservation Department (LCD) report - Van Berkel highlighted items from the monthly report.
- Natural Resources Conservation Service (NRCS) report - None.
- Farm Service Agency (FSA) report - Signup up for Direct and Counter-Cyclical Payments Program /ACRE (DCP) , nothing on new Conservation Reserve Program (CRP) signup.
- Foresters' report - None.
- Economic Development Committee report - Met last evening for realtor presentations regarding sale of old Health Care Center property. Van Berkel offered Economic Development Committee some alternative uses. The Economic Development Committee decided to have suggestions put together in a matrix for future decision.
- Mirror Lake District report - Zowin reported about the weed harvesting program, tree removal, and work on the five eroding ravine areas through the Dell Creek project.
- Lake Virginia Management District report - Murray distributed an update on the June 12 meeting which included: looking for financial assistance for an alfalfa planting, curly leaf pond weed, aerator pipe concern, phosphate problem, muck covering springs, dam repair, sand and grass on streets, concern on shooting nearby, life jackets not being used per rules, and the need to keep people from parking on dam. Their annual meeting is scheduled for September 11.
- Lake Redstone Management District report - Borleske noted that the annual meeting will be held on August 7.
Motion to adjourn until July 8 at 9:00 a.m. by Murray/Zowin at 11:30 a.m. Motion carried, all in favor.
