Meeting called to order by Chair Wiese at 9:00 a.m. It was certified that the requirements of the open meeting law have been met. Present were Kriegl, Murray, Puttkamer, Wiese and Zowin from the Committee; Pohle and Bergstrom-LCD; Schauf-Administrative Coordinator. Borleske was excused.
Adopt agenda: Motion by Zowin/Puttkamer to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting: Motion by Murray/Puttkamer to adopt the minutes of the regular LCC meeting on April 14 and 19 and joint meeting with Planning, Zoning and Land Records on April 6. Motion carried, all in favor.
Public comment: None.
Review and possible revision of Manure Storage Ordinance: Bergstrom has not received a response on the procedure to revise the Manure Storage Ordinance from Corporation Counsel. The Land Conservation Department is to receive a five working day notice before construction can begin. An option is to add verbiage to the current manure storage installation guideline. There are no penalties for not following this notice and/or enforcement. On the installation guideline, refer to the ordinance on the website. Bergstrom directed to ask Corporation Counsel again on the procedure, note second notice, and copy to the LCC.
Consider resolution to approve attendance at Southern Area Association of Land Conservation Committee's spring meeting: Southern Area Association spring meeting will be held on May 24. No interest or availability by the LCC members.
Review and approval of vouchers: Voucher summaries were distributed to the Committee members. Motion by Zowin/Murray to approve bills in the amount of $13,895.33. Motion carried, all in favor.
Communications:
A. Thursday Note(s) None.
B. Bergstrom noted that the LCC will meet jointly with the Planning, Zoning, and Land Records Committee on May 24 and June 9.
C. Bergstrom will attend the Personnel Committee on Friday, May 13, at 3:00 p.m. to support refilling the engineer position. Puttkamer will also try to attend.
Reports:
A. Land Conservation Department (LCD)report-Bergstrom highlighted Otter Creek's project progress to date and discussed the review by DATCP of the Farmland Preservation Program in Sauk County. He noted that DATCP reviewed Sauk County first because of the quality of work being done here. The DATCP review shows that the staff are maintaining files, plans, inventories, reviews, and a GIS database for the program and that 500-600 farms are claiming credit. Pohle highlighted the upcoming Clean Sweep in June.
B. Natural Resources Conservation Service (NRCS) report-None.
C. Farm Service Agency (FSA) report-Puttkamer noted the county committee were directed to meet only four times per year in an effort to reduce costs and expressed his concerns about this change.
D. Foresters' report-None.
E. Economic Development Committee report-Murray noted there was an attempt to set up a meeting of Rails to Trails and that it was agreed that the committee could appoint a subcommittee to go through with the implementation of the trails from Sauk up to Badger. Snowmobilers and state bike federation are interested.
F. Mirror Lake District report-nothing to report.
G. Lake Virginia Management District report-Murray informed the LCC that the hearing on the nuisance ordinance being set May 26.
H. Lake Redstone Management District report-none.
Motion to adjourn until May 24 at 9:00 a.m. and June 9 at 6:00 p.m. by Murray/Zowin at 10:12a.m. Motion carried, all in favor. Tentatively set July 14.
