Planning, Zoning, and Land Records & Land Conservation Committee Members Present: J. Ashford, L. Borleske, J. Gaalswyk, F. Halfen, T. Kriegl, G. Lehman, P. Murray, D. Nobs, R. Puttkamer, J. Smoke, L. Wiese

At 5:30 p.m. Chair Lehman called the Planning, Zoning, and Land Records & Land Conservation Joint Committee to order and certified to be in compliance with the Open Meetings Law.
Adopt Agenda: Adopted by consensus.
ATC Resolution:
Michalek conveyed correspondence from Vaillancourt clarifying that the Board does not need to pass the ATC resolution by the end of December. Vaillancourt clarified that she wanted the resolution to be in line with the actions of the Towns but had initially received incorrect information about deadlines for resolutions.
Michalek recommended removal of the ATC resolution from the Board’s December agenda (tonight) and wait until the January meeting. He noted that the resolution was never approved by the Committee and there have been a number of suggested amendments.
Motion by Borleske to remove the resolution from the Board’s December agenda, seconded by Ashford. Motion carried with Halfen in opposition.
Public Comment:
Gary Cummings – Town of Delton Board Member. Mr. Cummings spoke in favor of the ATC resolution as drafted, but if the ATC cannot be stopped or delayed it should be constructed along the I90/94 corridor. Running it parallel to the interstate opens a new corridor.
Charley Weeth – Director for Citizens for Scenic Wisconsin. Mr. Weeth spoke in favor of the proposed sign ordinance. He also spoke about both negative and positive impacts signs can have on communities and businesses.
Joan Whitehurst – Dutch Hollow Property Association, representing 1163 property owners. The Dutch Hollow Property Association Board asked that she come to show support for the Committee’s proposed ATC resolution. The directors of the Dutch Hollow Property Association have passed a resolution supporting the County resolution and provided a copy of that resolution to the Committee. If the line is built they request using the I90/94 corridor.
Tim Meister, Sauk County Board Member. Questioned where the ATC line would cross Mirror Lake or Lake Delton if it is built along the I90/94 corridor and said this is an issue that needs to be taken into consideration.
County Board Agenda
None of the committee members received the amended agenda or reformatted sign ordinance for tonight’s Board meeting prior to the committee meeting. Committee members expressed frustration that the agendas were not received earlier.
Sign Ordinance – Planning, Zoning, and Land Records Committee Only
Liebman provided final reformatted copies of the sign ordinance. There was discussion and confirmation that the changes were only technical changes, not substantive, and the Board could legally act on the sign ordinance if the Committee wanted.
Committee members expressed a desire to move forward with the ordinance and frustration with the amount of time it has taken to act on this issue.
Discussion on the modification of the time change allowance for electronic messaging signs based on amendments from the public hearing. Ashford and Nobs clarified that they had wanted the change from a 24-hour period to 6 seconds to apply to all of Sauk County, not just the Highway 12 corridor. Michalek explained that this was a misunderstanding which can be remedied by an amendment.
Motion by Halfen, seconded by Gaalswyk to keep the sign ordinance on the Board’s agenda (tonight). Motion carried with Lehman in opposition.
Motion by Murray/Borleske to adjourn the meeting at 5:55 p.m. Motion carried with all members in favor.
