At 9:01 a.m. Vice Chair Ashford called the Planning, Zoning and Land Records Committee to order and certified to be in compliance with the Open Meetings Law.
Chair Wiese called the Land Conservation Committee to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Smoke/Halfen to approve the agenda. Motion carried, all PZLR members in favor. Motion carried, all LCC members in favor.
Adopt minutes of previous meetings-February 9: Motion by Murray/Wiese to adopt the minutes of the meeting on February 9 of the Planning, Zoning & Land Records Committee and Land Conservation Committee. Motion carried, all LCC members in favor. Motion carried, all PZLR members in favor.
Public comment: None.
Communications:
a. Wisconsin Land & Water Conservation Association (WLWCA) Newsletter-Thursday Note(s): None.
b. Michalek informed the group that the state sent notification that March 15 is the last date for comments on the FEMA floodplain. Two comments have been received. Probably will go to the County Board in October or November.
c. Yesterday CPZ staff met with NRCS and FSA to talk about the wetland regulations. The Army Corps of Engineers was not present. There are different rules for the different agencies. Will develop a checklist where a homeowner can check off what agency they have communicated with. Meetings will follow to see what we can do to help farmers.
Upcoming Fish and Game Hearing information-Conservation Congress: Ken Vertein reported that their delegates and DNR personnel met last Monday night in District 9. The spring game and fish hearing will be on Monday, April 9, at 7 p.m. at the UW-Baraboo/Sauk County campus. The format/process in which they address rule changes for fish and game has changed. The 2012 questionnaire can be found on the DNR website and the results of the questionnaire will be posted there on April 11. The fish and wildlife questions are advisory only this year, and there are no proposed changes to rule language. The Wisconsin Conservation Congress convention will be held May 10-12 in Manitowoc.
Review and possible approval of bids:
a. Cropland rental at the new Health Care Center and LCC Chair signature on land use application for City of Reedsburg: Motion by Murray/Puttkamer to approve David Allen at $175/acre for the one-year lease on 12 acres of cropland. Motion carried, all LCC members in favor.
The City of Reedsburg requires a conditional use permit in order to grow crops on 12 acres at HCC. The annual permit is $400. If crops are not grown (which brings in $1,700 for cropland rental per year), the property needs to be maintained as lawn and mowed. Motion by Smoke/Murray to follow through on this, and Wiese to sign the land use application. Motion carried, all LCC members in favor.
b. Pasture rental at the Sauk County Farm: Motion by Smoke/Puttkamer to approve Zeb Allen for $1,930/year for 27 acres of pasture for a three-year lease. Motion carried, all LCC members in favor.
c. Rental of barn at the Sauk County Farm: Motion by Murray/Smoke to approve Zeb Allen for $330/year for a three-year lease for the barn rental. Motion carried, all LCC members in favor.
d. Rental of metal storage building at the Sauk County Farm: Committees discussed the three bids for the metal storage building rental and to repair the shed. Motion by Murray/Kriegl to approve Marty Pertzborn’s rental bid of $500/year and an estimated total repair of $1,000 to be paid by Pertzborn. Motion carried, all LCC members in favor.
Review and possible approval of resolution for purchase of properties on Clark Creek: Van Berkel updated on the status of the Clark Creek project. Progress is being made and the debris cleanup in the stream channel will be very beneficial to prevent plugging of culverts and bridges. Two of the three most challenged properties have accepted offers based on appraisals. A draft resolution was presented and corrections were made. May have near $500,000 left after the purchase of these properties that can be used for retention basins to take off the peak flow. Motion by Murray/Kriegl to approve the resolution with changes for purchasing properties on Clark Creek. Motion carried, all LCC members in favor.
Review and possible approval of resolution on Sauk County Lake Planning Grant: Michalek informed the committee that the application for the Lake Planning Grant is being held at the state for the resolution which is required to have the grant accepted. Motion by Kriegl/Murray to approve the resolution supporting the Sauk County Lake Planning Grant. Motion carried, all LCC members in favor.
Discussion and possible action on formalizing responsibilities of County Surveyor: Discussion on timeline of this task. Motion by Gaalswyk/Halfen to postpone action until the March 27 PZLR Committee meeting. No salary in fiscal note. Motion carried, all PZLR members in favor.
Conservation, Planning, and Zoning Department:
a. Department report and updates: Michalek reviewed the Conservation, Planning, and Zoning department report.
b. Review and approval of vouchers: Motion by Murray/Wiese to approve vouchers in the amount of $3,732.71. Motion carried, all PZLR members in favor. Motion carried, all LCC members in favor.
Reports:
a. Natural Resources Conservation Service (NRCS) report: None.
b. Farm Service Agency (FSA) report: Norgard noted that the general Conservation Reserve Program (CRP) signup will continue to April 6 for competitive bids for conservation practices. The agency is announcing initiatives targeting areas for the new farm bill. The Direct and Counter-Cyclical Program/ACRE (DCP) signup goes through June 1.
c. Foresters’ report: Kloppenburg informed the committees that this past fall they looked at integrative property areas on state land properties in regards to Act 166. Established a timber sale for 330 acres at Devil’s Lake State Park. Also established a 160-acre timber sale at Mirror Lake State Park. The county foresters inventoried all state properties in the county and are working with the different partners. This spring they will probably put the timber sales out for sale for a competitive bidding process. They have received multiple grants for removal of invasives at Mirror Lake State Park and Devil’s Lake State Park. The Hardwood Forestry Fund funded a 22,000 tree planting in the Baraboo Hills Recreation Area near Ski Hi Apple Orchard . Other state land tree plantings are: 25,000 seedlings at White Mound County Park and 11,000 seedlings for the Lower Wisconsin State Riverway. Brad Hutnik is a new state silviculturist, and Nick Morehouse is the current acting forester in Brad’s absence. Livingston is working on needed repairs for a tree planter’s shoe which may run around a couple thousand dollars. He is making calls to get price estimates. We receive a rental fee to use the tree planter at the rate of $25/1,000 seedlings planted, with a minimum $50 rental fee. There is a fee charged at $25/day for renting the sprayer. Looking at the Natural Beauty Council covering some of the repair costs. Getting into the typical fire season with staffing. Overall people enrolling in the Managed Forest Law (MFL) are pretty steady.
d. Economic Development Committee report: Murray stated that they finalized the Spring Green forest becoming a county forest. Committee will take up a stakeholder listening session on Highway 12 on concerns for both the businesses up north where they are having problems getting customers to their businesses and the lower part that will go in in 2015. Will be open to the public. Rails and Trails is waiting for DNR. Murray wanted this committee to propose repassing a recommendation to go with the trail without waiting for the line to be purchased, but it did not get on the agenda. They will next discuss what to do with the landfill property.
e. Mirror Lake District report: Smoke reported they will be meeting later this month.
f. Lake Virginia Management District report: Michalek mentioned their next meeting will be March 17 at 9:00 a.m. at the Reedsburg Library.
g. Lake Redstone Management District report: Borleske reported they will meet next Tuesday.
Next meeting of the Planning, Zoning & Land Records Committee will be held on Tuesday, March 27, and a public hearing will be held at 8:30 a.m. on Thursday, April 12, and the meeting of both the Land Conservation Committee and Planning, Zoning & Land Records Committee will be held on Thursday, April 12, at 9:30 a.m. after the public hearing in the County Board Room/Gallery.
