A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Human Services Board. It is possible that a quorum on county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel. Badke v. Greendale Village Board, Wis 2d 553, 294 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. SAUK COUNTY BOARD OF HUMAN SERVICES
Meeting: June 12, 2023, 4 p.m., County Board Room 326A, West Square Building, Baraboo, WI
Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law.
PRESENT: Patricia Rego, Delmar Scanlon, James Bowers, Cliff Thompson, Joan Fordham, Jake Roxen, Joel Chrisler; EXCUSED: Valerie McAuliffe
Others Present: Jessica Mijal, Stephanie Box, Nicole Rachuj
Patricia Rego suggested beginning the meeting with Department Updates, Presentation: Greg Gintz, Owner of Therapy without Walls. Motion by Jake Roxen, seconded by James Bowers, to adopt agenda with the change to start with the presentation. Motion carried.
Motion by Delmar Scanlon, seconded by Jake Roxen, to approve the minutes for the previous Human Services Board Meeting held on May 8, 2023. Motion carried.

Department Updates:
a. Presentation: Greg Gintz, Owner of Therapy Without Walls (TWW): Greg Gintz introduced himself. TWW is person centered, trauma informed and strength based. They currently have 22 employees with very little turnover. TWW started clinical placement at the same time as the Department of Human Services’ (DHS) Comprehensive Community Services (CCS) in June 2011. As service requests increased, so did TWW and has expanded its services to Juneau, Dodge, Columbia, and Adams Counties with Sauk County having the largest number of CCS referrals.
TWW created a First Time Offender Program with Youth Justice (YJ). This started as a grant funded program and is now part of the YJ budget through DHS. Parallel to CCS, through the Youth Justice lens a youth center partnership was created as well, a wrap-around program for adjudicated delinquents (court ordered).
Some of the services they have are therapeutic mentoring, mentoring, community or nature-based psychotherapy or services that focus on recovery goals that are set. A few of the groups are Creative Coping – art therapy, Substance Use group, Healthy Connections, Camp Without Walls, Teen groups through different schools. Greg encouraged everyone to view their website which have biographies for all his staff.
Communications/Director’s Report:
a. Board Materials: Distributed electronically. Jessica has no updates regarding the opioid settlement fund as discussions continue. A shout-out to Stephanie Box and her Business and Administrative Services (BAS) unit as they were able to gather for a small retreat. There is a lot of planning and training involved to cover phones and billing. Baraboo Police Department is working on hiring a mental health provider into the department as part of a grant. After two years of not having an all-staff meeting, DHS is scheduled to have one this fall.
Business Items:
a. Discussion and Action to Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by James Bowers, seconded by Cliff Thompson, to approve the monthly vouchers for $2,384,896.82. Motion carried.
b. Accounts Receivable Report: Distributed electronically. Stephanie Box reviewed the Accounts Receivable Report for April 2023. Credit Management, 22 accounts for $27,554.55; State Debt Collections, 35 accounts for $41,814.85. Revenue received to date: $2,055.10 from Credit Management, $10,402.23 from State Debt Collections.
c. Discussion and Action to Approve Collection Requests: Motion by Jake Roxen, seconded by Delmar Scanlon, to approve sending 6 accounts to State Debt Collections for $9,794.33 and 6 accounts to Credit Management for $8,816.55. Motion carried.
d. Monthly Reports: Distributed electronically. Stephanie Box reviewed the April 2023 Volatile Line report.
e. Final Year End Report: Distributed electronically. Stephanie reviewed 2022 Pre-Audit Year End.
f. Discussion and Possible Action to Approve Transfer of Human Services Fund Balance to General Fund: Motion by Joan Fordham, seconded by Delmar Scanlon, to approve the transfer of $619,509.27 to the general fund. Motion carried.
g. Discussion and Action to Approve Resolution to Commend Cherie Green for Over 20 Years of Service to the People of Sauk County.
h. Discussion and Action to Approve Resolution to Commend Kay Kippley for over 26 Years of Service to the People of Sauk County. Motion by James Bowers, seconded by Jake Roxen, to approve resolutions to commend Cherie Green for Over 20 Years and Kay Kippley for Over 26 Years of Service to the People of Sauk County. Motion carried.
