A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health and Human Services Committee; Land Resources & Extension Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee. No governing body will exercise any responsibilities, authority, or duties except for the Public Works and Infrastructure Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

SUBJECTS FOR DISCUSSION:
1. Meeting called to Order by Chairman Brian Peper at 5:00 P.M.
Members present: Brian Pepper, Tom Dorner, Terry Spencer 5:05 P.M., Bob Spencer, Mark Waldon, Valerie McAuliffe, and Bryant Hazard.
Members Absent: Smooth Detter and Richard Cross.
County Employees present: Lisa Wilson, Patrick Gavinski, Darin Carignan, Ian Crammond, Phil Raab, Steve Pate, Lewis Lange, Jess Machovec, and Quintin Bradley.
Public Present: Chris Olson, Vic Whalen and Lacey Stefes.
2. Adopt Agenda.
Motion to adopt agenda by Bob Spencer, seconded by Valerie McAuliffe.
Motion carried unanimously.
3. Discussion and Action Adopting Minutes of Previous Meeting.
a. January 12, 2026– Public Works and Infrastructure Regular Meeting.
Motion to approve the minutes from Monday, January 12th, 2026, meeting by Valerie McAuliffe, seconded by Tom Dorner.
Motion carried, unanimously.
4. Public Comment.
Vic Whalen, chair of the Baraboo Bluff ATV Club, briefed on the request for an addition Hogsback ATV/UTV trail and was present to answer any questions.
Lacey Steffes briefed on the request to host a fundraiser for the boys and girls club on the Courthouse lawn June 19th, 2026, and was present to answer any questions. Also mentioned the I heart Baraboo signs were getting a lot of positive feedback.
5. Communications. None.
6. Treasurer
a. Resolution to Authorize the Underground Electric Easement for Alliant Energy through a Sauk County Owned Foreclosure Property.
Motion to approve resolution to authorize the underground electric easement for Alliant Energy through a Sauk County owned foreclosure property made by Bryant Hazard and seconded by Tom Dorner.
Motion carried unanimously.
b. Review and possible approval of offer to purchase on 147-0032-00000, 110 S East St LaValle.
Motion to approve the purchase offer in the amount of $500.00 made by Valerie McAuliffe and seconded by Terry Spencer.
Motion carried unanimously.
c. Review and possible approval of offer to purchase on 276-1912-00000, 210 W 2ND ST REEDSBURG, WI 53959.
Motion to approve the purchase offer on parcel 276-1912-00000 in the amount of $200.00 made by Tom Dorner and seconded by Valerie McAuliffe.
Motion carried unanimously.
7. MIS
a. Review and approval of vouchers.
Steve Pate updated committee on their vouchers.
Motion to Approve 2025 Vouchers in the amount of $33,502.00 by Valerie McAuliffe and seconded by Bob Spencer.
Motion carried unanimously.
Motion to Approve 2026 January Monthly Vouchers in the amount of $128,780.53 by Bryant Hazard and seconded by Valerie McAuliffe.
Motion carried unanimously.
b. Monthly Report.
Steve Pate updated the committee.
c. Consideration of computer donation requests.

d. Discussion of system support costs.
Steve Pate discussed the rise in costs and budgetary pain-points with software systems used throughout the County Departments.
8. Buildings, Communications/Towers & Landfill
a. Review and approval of vouchers and Committee Budget Report.
Ian Crammond updated the committee budget report.
Motion to pay the 2025 vouchers in the amount of $99,892.52 made by Bryant Hazard and seconded by Valerie McAuliffe.
Motion carried unanimously.
Motion to pay the January 2026 vouchers in the amount of $105,130.28 made by Tom Dorner and seconded by Bob Spencer.
Motion carried unanimously.
b. Building Services & Communications monthly update.
Ian Crammond and Phil Raab updated the Committee.
c. Discussion and possible action to approve a special event request on the courthouse lawn on Friday, June 19, 2026, from 4:30 P.M. to 10 P.M.
Motion to approve special event request made by Bryant Hazard and seconded by Mark Waldon.
Motion carried unanimously.

Motion to reject all bids and rebid after adjusting scope of the project made by Bob Spencer and seconded by Terry Spencer.
Motion carried unanimously.

Motion to purchase tractor not to exceed $50,000 made by Valerie McAuliffe and seconded by Bob Spencer.

9. Highway

Motion to approve vouchers in the amount of $321,628.55 by Tom Dorner and seconded by Mark Waldon.
Motion carried unanimously.
b. Review of Highway Department monthly reports.
Pat Gavinski reviewed the reports.
c. Discussion and Action approving proposal for Cat Telehandler purchase.
Motion to approve Cat Telehandler purchase in the amount of $110,000 made by Terry Spencer and seconded by Bob Spencer.
Motion carried unanimously.
d. Resolution to Support Sustainable Transportation Funding.
Motion to approve the resolution to support Sustainable Transportation Funding was made by Tom Dorner and seconded by Valerie McAuliffe.
Motion carried unanimously.
