A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health and Human Services Committee; Land Resources & Extension Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee.  No governing body will exercise any responsibilities, authority, or duties except for the Public Works and Infrastructure Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

PUBLIC WORKS AND INFRASTRUCTURE COMMITTEE MINUTES

Meeting of November 10, 2025

 

 

SUBJECTS FOR DISCUSSION:

 

1. Meeting called to Order by Chairman Brian Peper at 5:00 P.M.

Members present: Brian Pepper, Smooth Detter, Terry Spencer, Valerie McAuliffe, Mark Waldon, Richard Cross, Bob Spencer, and Bryant Hazard. Tom Dorner arrived at 5:15 P.M.

Members Absent: None.

County Employees attending: Patrick Gavinski, Darin Carignan, Ian Crammond, Steve Pate, Lewis Lange, and Quintin Bradley.

2. Adopt Agenda.

Motion to adopt agenda made by Bob Spencer and seconded by Terry Spencer.

Motion carried unanimously.

3. Discussion and Action Adopting Minutes of Previous Meeting.

a. October 13, 2025– Public Works and Infrastructure Regular Meeting.

b. October 25, 2025—Road Tour Meeting.

Motion to adopt minutes from, October 13, 2025, and October 25, 2025, road tour minutes made by Valerie McAuliffe and seconded by Mark Waldon.

                              Motion carried unanimously.

4. Public Comment.

5. Communications.

None.

6. MIS

               a. Review and approval of vouchers.

Steve Pate updated committee on their vouchers.

Motion to Approve September Vouchers in the amount of $79,823.42 made by Terry Spencer and seconded by Valerie McAuliffe.

Motion carried unanimously.

b. Monthly Report.

Steve Pate updated the committee.

c. Consideration of computer donation requests from Grace Counseling-1, Grace Counseling-2, and Northbound Wellness-CCS.

Motion to Approve all computer donation requests made by Valerie McAuliffe and seconded by Bryant Hazard.

Motion carried unanimously.

7. Buildings, Communications/Towers & Landfill.

a. Review and approval of vouchers.

Ian Crammond updated the Committee on Vouchers.

Motion to approve vouchers in the amount of $162,277.09 made by Valerie McAuliffe and seconded by Bob Spencer.

Motion carried unanimously.

 

b. Building Services & Communications monthly update.

Ian Crammond updated the Committee.

c. Discussion and further details on solar panel lease financials.

Ian Crammond updated the Committee on the production and performance of the Solar panels leased at the Law enforcement Center and the Health Care Center.

8. Highway

a. Review and approval of monthly vouchers.

Pat Gavinski updated the committee on the monthly vouchers.

Motion to approve monthly vouchers in the amount of $367,073.73 made by Bryant Hazard and seconded by Smooth Detter.

Motion carried unanimously.

b. Review of Highway Department monthly reports.

Pat Gavinski updated the Committee.

c. Discussion and possible action on Wisconsin County Highway Association (WCHA) Winter Road School attendance.

Motion to honor Randy Schara for over 20 years of faithful service was made by Tom Dorner and seconded by Bob Spencer.
