SUBJECTS FOR DISCUSSION:
1. Meeting called to Order by Chairman Meister. Present: Meister, Peper, Netzinger, Riek and Flint.
Absent: None.
Also present: Muchow; Stieve; Neumann; Marty Krueger – Sauk Co. Board Chair; Renae Fry – Sauk Co. Admin Coordinator; Eric Peterson; Tim Damos – Baraboo News Republic.
2. Adopt Agenda. Motion by Netzinger, seconded by Flint.
Motion carried.
3. Discuss Great Sauk Trail Project.
Motion by Peper, seconded by Netzinger to start brush cutting on trail.
Motion carried.
4. Review and Comments of ATC Fund Proposals.
- With regard to projects 2 and 5 involving the parks building and solar for which Finance is recommending that $225,412 be awarded for the purpose of designing and installing high performance features, H & P members support using ATC funds to enhance the design and construction of the building but not to be used to reduce the other funds needed to build the building.
- Peper is not in favor of solar installations and would prefer to use ATC funds for the parks building and not use fund balance. Peper does not support the Crane Foundation projects because they do not benefit the larger county interests. He supports setting aside some of the ATC funds for future repairs.
- Meister is not in favor of acquiring land and thinks that the amount recommended for project 3 – Baraboo River Corridor Plan is too high. He does not support the crane projects because we have too many in the area already causing some problems. He recommends that some of the requests be reduced to be set aside for a bike trail from Devil’s Lake to Reedsburg.
- Flint supports spending money on legacy projects which are projects that will be there for future generations. He supports project 11 which Finance eliminated from their consideration. He also supports all of the other Finance recommendations. They broadly represent various county interests.
- Netzinger does not support project 11 because the organization has other funding. Otherwise, he supports Finance’s recommendations. He would consider setting aside some money, but he thinks it may create problems.
- Riek supports the Finance Committee recommendations because the mix of projects broadly benefits the county. He supports reallocating some of the requested money to use for another project that is specifically identified.
Motion by Netzinger, seconded by Flint to support recommendation of Finance Committee.
Motion by Meister, seconded by Peper to amend motion to reduce Project 11 from $70,000 → $35,000, reduce Project 15 from $100,000 → $50,000. Savings of $85,000 to go to new project: Project Great Sauk Trail, Baraboo to Reedsburg.
Motion passed 3-2. Flint and Riek oppose.
Motion by Netzinger, seconded by Flint to approve the original motion to support recommendation of Finance Committee as amended.
Motion passed 4-1.
5. Adjournment.
Motion by Netzinger, seconded by Flint to adjourn at 4:50 p.m.
