Meeting of April 10, 2019

 

SUBJECTS FOR DISCUSSION:

 

1.  Meeting called to Order by Chairman Dave Riek.

Present: Bychinski, Berlin, Riek, Peper, Lins, P Gavinski, M Stieve, S Neumann, Robert Spencer, Don Fleming, Judy Zeman, Allen Steele, Dale Nachliged, Kandie Beckwuh, Gale Getschman, Nancy Getschman, Jon Hillmer, Dave Murphy, Dan Gillette, Laurie Hasenbalg, Russ Hasenbalg, Rob Inure, Casandra Fowler, Brian Simmert, Lisa Wilson, Richard Fish, John DiNovella, Phil McCarraghen, Hank Wieland, Les Olson, Kurt Schadewalt, Craig Potter, Shawn Steinmann.

 Absent: None.

2.  Adopt ‘Amended’ Agenda.

Motion by Lins, seconded by Berlin to move ATV discussion after item number 5 and postpone 6b, 6c, 6d, and 6e to next month – Marty Krueger requested action on 6e as it is to be presented at the April 30 Midterm. Berlin amended motion to add back 6e to Agenda, seconded by Bychinski.  Bychinski made motion, seconded by Peper to add 6b back to Agenda.

Motion carried.

3.  Adopt Minutes of Previous Meeting.

Motion by Bychinski, seconded by Lins.

Motion carried.

4.  Public Comment.

P Gavinski distributed ATV correspondence to committee. Laurie Hasenbalg, Russ Hasenbalg, Jon Hillmer, Bob Spencer all had comments/concerns in regards to ATV’s.

5.  Communications.

a.  Update from Economic Development Committee.

Nothing to report.

            Airport Report.

            K Lins updated committee re: airport flooding.

b.  Great Sauk State Trail Update.

P Gavinski updated committee on upcoming work.  M Stieve discussed intersection/ barricade issue.

6.  Department: Parks

a.  Discussion and Possible Action on Resolution Supporting Phase II of the Baraoo River Corridor Plan.

Brian Simmert discussed.

Motion by Lins, seconded by Berlin.

Motion carried.

b.  Discussion of Giese Park.

Dave Dahlke and Dave Murphy gave a presentation.

c.  *Discussion of Man Mound Park and Yellow Thunder Planning Process.

Postponed to May.

d.  Discussion and Update on the Planning Process for the Sauk County Comprehensive Outdoor Recreation Plan.

Postponed to May.

e.  Discussion and Update of a Bike/Pedestrian/Snowmobile Bridge Connecting Sauk and Dane Counties.

Marty Krueger discussed.  This will be presented at the April 30th Midterm.

f.  Review and Approval of Vouchers.

March 2019 vouchers $47,769.89. 

Motion by Lins, seconded by Berlin to approve March 2019 vouchers for the total amount of $47,769.89.

Motion carried.

g.  Parks Department Monthly Report.

M Stieve updated committee and discussed.

No action.

h.  Review Parks Department Monthly Financial Report.

M Stieve updated the committee and discussed.

No action.

i.  Discussion of Midterm Assessment, Including Goals and Priorities.

M Stieve updated the committee and discussed.

No action.

j.  Discussion of 2020 Parks Department Budget Projections.

M Stieve updated committee and discussed.

No action.

k.  *Discussion and Approval of Waiving Entrance Fees during the Ribbon Cutting Event at White Mound County Park.

Motion by Lins, seconded by Bychinski.

Motion carried.

l.  Review and Approval of Quote for Dump Station Relocation.

Terrytown $6,550 (not including the $1,000 option).

Motion by Lins, seconded by Peper.

Motion carried.

m.  Review and Approval of Quote for Pier at North End Boat Landing.

Motion by Bychinski, seconded by Lins.

Motion carried.

n.  Consideration of Resolution Approving Parks Department and Conservation Planning and Zoning Department Becoming the Department of Conservation, Planning and Parks.

Discussion took place. E & L approved as Conservation, Planning Parks and Zoning.  Peter Vedro discussed future issues and growth of the Parks Department. Committee discussed their thoughts.

Motion by Berlin, seconded by Lins.

Motion failed.

Lins abstained.

7.  Department: Highway

a.  Reconvene in Open Session.

b.  Open and Approval Proposal to provide Design Engineering Services for Replacement of Two Existing Bridges and Necessary Approaches.

Pending Commissioner review and meets specs.

Westbrook Associated Engineers $ 75,000.

Motion by Peper, seconded by Bychinski.

c.  Open and Approval Bid for Two (2) Tri-Axle Patrol Trucks at 9:30 a.m.

Pending Commissioner review and meets specs.

Low bid to Lakeside International $ 198,521.96

Motion by Lins, seconded by Bychinski.

Motion carried.

d.  Open and Approval Bid for Two (2) Tri-Axle Patrol Truck Accessory Packages at 9:30 a.m.

Pending Commissioner review and meets specs.

Low bid to Universal Truck Equipment $ 315,758.

Motion by Peper, seconded by Lins.

e.  Open and Approval Bid for One (1) 41,000 GVW Single Axle Patrol Truck at 9:30 a.m.

Pending Commissioner review and meets specs.

Low bid to Lakeside International $ 84,228.64.

Motion by Lins, seconded by Riek.

Motion carried.

f.  Open and Approval Bid for One (1) 41,000 GVW Single Axle Truck Accessory Package at 9:30 a.m.

Pending Commissioner review and meets specs.

g.  Review and Approval of Resolution Requesting Funding from the State of Wisconsin for Road Repairs and Improvements.

Approval of resolution with changes reflecting all State Highways.

Motion by Riek, seconded by Berlin.

Motion carried.

h.  Review and Approval of Vouchers.

r.  Discuss Treasurer Department Request for Work at Lake Redstone (Erosion Issue) and La Valle Building.

Committee would like Lake Redstone Erosion Project bid out and not completed by Highway.

s.  Discussion on Salt Ordering for 2019 – 2020 Winter Maintenance.

P Gavinski will go ahead and sign agreement with the State to purchase salt for 2019 – 2020.

t.  Review and Possible Approval Amending the Sauk Co. Code Chapter 15 Ordinance to Add All-Terrain Vehicle (ATV) and Utility-Terrain Vehicle (UTV) Crossings and Routes on County Highways.

D Riek approved committee with an update and asked for discussion/motion to explain why routes would be approved/not approved.

Motion by Riek, seconded by Peper to approve all routes except for the following:

WI River Runners

CTH JJ & G due to the Town of Spring Green not approving these routes.

CTH B – (CTH G to Richland County Line) due to Richland County not approving routes, therefore this is a dead end route.

Also on the CTH B route, P Gavinski would need to put end of route, as turning

            around on county highways would be unsafe.

CTH N – connects with Richland County therefore no connections between start and end. P Gavinski added that there would also need to be approval from the State for STH 130 access.

 

Baraboo Bluffs

STH 136 – ½ mile connection be removed as vehicle traffic count on STH 136 is 3,000 vehicles/day.

STH 136 – South Gasser to CTH DL, 1.7 miles 1800 vehicles/day, setting precedent allowing ATV’s on State Highways/ using most direct on and off routes.

CTH DL – Northside would have connected with a business that is no longer in business and is at the end of Gull Road.

CTH U – North Reedsburg Road. P Gavinski said he was under the understanding it is now open.

CTH E – No connection, runs to Troy Road which isn’t open.

CTH E – Town of Troy has not approved.

CTH C – ½ mile connection went into Swiss Valley which is not approved by Town of Sumpter.

*Approved Freedom Road to Huber Road.

Sauk Ridge Runners

CTH Q – Town of Woodland portion to be removed. Remove dead end at Saderly to CTH Y.

Motion to Amend Original Motion.

Motion by Lins, seconded by Berlin to remove CTH A route as the traffic count is too high. (Town of Fairfield).

Motion to Amend CTH A Route.

Peper – No

Bychinski, Berlin, Lins, Riek – Yes

Motion to Amend all 41 routes – remove 10 listed above – 2 modified.

Add STH 136 – Cornfield Rd to Hatchery Rd

Motion passes.

Original Motion – Approve all routes submitted with the exception of 10 that need to be removed and two modifications listed.

Approved.
