SUBJECTS FOR DISCUSSION:

1.   Meeting called to Order by Chairman Meister. Present: Meister, Peper, Netzinger, Kast and Fish.

Absent: None.

Also present: Muchow; Stieve; Neumann; Marty Krueger– County Board Chair; Tony Tyczynski – Sauk County Veterans Service Officer; Richard Fish – Sauk Ridge Runners ATV Club; Marc Higgs – Tri-County Airport.

2.   Adopt Agenda. Motion by Fish, seconded by Kast.

Motion carried.

3.   Adopt Minutes of Previous Meeting. Motion by Peper, seconded by Kast.

Motion carried.

4.   Public Comment.

5.   Communications.

   a.  Airport Report.

No Action.

   b.  Update on Economic Development Committee.

No Action.

6.   Department: Parks

   a.  Review and Approval of Vouchers.

Motion by Fish, seconded by Kast to approve December 2015 vouchers in the amount of $ 11,240.38 and to approve January 2016 vouchers in the amount of $ 9,230.17.

Motion carried.

   b.  Review and Approval of Proposed ATV-UTV Routes on County Highways and Parks.

Committee to review and approve new routes in March.

Motion by Netzinger, seconded by Peper to approve existing ATV-UTV Routes on County Highways and Parks.

Motion carried.

   c.  Update on Great Sauk State Trail

M. Krueger gave an update.

No Action.

   d.  Discuss Hartje Event Permit.

M. Stieve requested in the future all events need a permit to use the parks.

No Action.

   e.  Discuss Disabled Veteran Parks Pass Program.

Tony Tyczynski, Sauk County Veterans Service Officer, will draft a Resolution stating veterans would receive a County park pass (same requirements as the State) and bring back in March for approval.

   f.  Discuss Park Office Plan.

M. Stieve will contact Hartje to start engineering process.

Motion by Fish, seconded by Kast to move forward on Park Office Project.

Motion carried.

   g.  Update on Lake Redstone Spillway.

Highway Department will start moving rocks in as soon as Matt Stieve receives go ahead. Project will be funded by the timber sale money.

Motion by Meister, seconded by Fish to approve starting project.

Motion carried.

7.   Department: Highway

   a.  Review and Approval of Vouchers.

Motion by Netzinger, seconded by Peper to approve December 2015 vouchers in the amount of $ 394,995.21.

Motion carried.

Motion by Peper, seconded by Kast to approve January 2016 vouchers in the amount of $ 141,133.02.

Motion carried.

   b.  Review and Approval of Resolution for Lease Agreement with WisDOT for Salt Shed at Baraboo Facility.

Todd Liebman, Corp Counsel and Steve Muchow are reviewing agreement. Table until March meeting.

   c.  Discuss Wards Corner Property Cleanup.

No Action.

   d.  Discuss Baraboo Storage Building Project

No Action.

   e.  Discuss Road Construction Projects for 2016.

CTH D – bids in June.

   f.  Discuss Equipment Purchases for 2016.

CAT Buyback Program, bids for dumpbodies\plows\wings in March, bids for chippers in March.

No Action.

   g.  Review and Approval of Resolution Petitioning The Secretary of Transportation For Airport Improvement Aid.

Motion by Kast, seconded by Peper to approve Resolution Petitioning The Secretary of Transportation For Airport Improvement Aid.

Muchow – letter received regarding guardrail on CTH U, by Litscher Farm.

Letter of appreciation of snowplowing received by Lochner.

9.   Next Meeting. Motion by Netzinger, seconded by Peper to adjourn to the next regular scheduled meeting set for Wednesday, March 9, 2016 at 8:00 a.m. at the Highway Department office.
