SUBJECTS FOR DISCUSSION:

1.   Meeting called to Order by Chairman Meister. Present: Meister, Peper, Netzinger, Kast and Fish.

Absent: None.

Also present: Muchow; Stieve; Neumann; Jeff Seering – Reedsburg Independent; David Dahlke, Bob Demars – Village of West Baraboo; Dick Fish; Marty Krueger – County Board Chair; Todd Liebman – Corporation Counsel; Classic Concrete.

2.   Adopt Agenda. Motion by Netzinger, seconded by Peper.

Motion carried.

3.   Adopt Minutes of Previous Meeting. Motion by Peper, seconded by Kast.

Motion carried.

4.   Public Comment.

5.   Communications.

   a.   Airport Report.

No Action.

   b.   Update on Economic Development Committee.

M. Krueger and Peper gave updates.

No Action.

6.   Department: Parks

   a.   Review and Approval of Vouchers.

Motion by Peper, seconded by Kast to approve July 2015 vouchers in the amount of $ 5,062.76.

Motion carried.

   b.   Timber Sale Update at the Sauk County Forest.

Stieve has all payments except one slip. Will be applied to $149K total.

No Action.

   c.   Discuss Honoring Don Fearing.

Stieve received a call from Don Fearing’s son. Would like to place a plaque/bench in honor of Don Fearing, who was integral in creation of horse trail at White Mound Park. Committee supports honoring Don Fearing.

No Action.

   d.   Discuss Roofing Projects.

Keith Koenecke gave price of $ 28,350.00. Committee gave go ahead.

Motion by Fish, seconded by Peper to use money from previous timber sale.

Motion carried.

   e.   Discuss Possible Wi-Fi.

Stieve will discuss again at September meeting. Will get more information from MIS if it can be completed in 2015. Committee thinks offering Wi-Fi is a good idea at White Mound Park.

   f.   Discuss Golf Cart Theft.

Stieve updated Committee.

   g.   Review and Approve 2016 Parks Budget.

Add $ 6,140 back in for LTE. Change $ 15,000 from MIS project to Maintenance.

Motion by Netzinger, seconded by Fish to approve 2016 Parks Budget as presented with a tax levy of $ 75,162.00.

7.   Department: Highway

   a.   Review and Approval of Vouchers.

Motion by Peper, seconded by Kast to approve July 2015 vouchers in the amount of $ 288,068.88.

Motion carried.

   b.   Review and Approval of Ordinance Amending Sauk Co. Code Ch. 15 to Comply with State of Wisconsin Department of Natural Resources Requirements.

Motion by Fish, seconded by Netzinger to approve Ordinance amending Sauk Co. Code Ch. 15 to comply with State of Wisconsin Department of Natural Resources requirements.

Motion carried.

   c.   Discuss Village of West Baraboo Resolution Number 15-004, Requesting Sauk County Take Action to Improve the Appearance of Its Shop Located on Highway 136 and Consider Moving Its Location.

Dahlke discussed. No further action. Village of West Baraboo will work with Highway Department on tree planting, etc.

   d.   Open Bids for Storage Building at 9:30 a.m.

2 concrete bids and one building bid were received for heated storage garage.

Motion by Kast, seconded by Peper to award Hartje the bid for construction in the amount of $ 159,710.00 and Classic Concrete the bid for concrete in the amount of $ 67,028.18.

Motion carried.

Muchow will contact Hartje on 4ft wall modifications.

   e.   Review and Approve 2016 Highway Department Budget.

Motion by Netzinger, seconded by Fish to approve 2016 Highway Department Budget as presented.

Motion carried.

   f.   Discuss Storage Building Construction Project.

No Action.

   g.   Discuss Road Construction Projects for 2015.

Muchow updated Committee on CTH H and CTH D/W construction projects. STH 60 at USH 12 closed 3 weeks.

No Action.

   h.   Discuss Equipment Purchases for 2015.

No Action.

8.   Public Comment.

9.   Next Meeting. Motion by Netzinger, seconded by Peper to adjourn to the next regular scheduled meeting set for Wednesday, September 9, 2015 at 8:00 a.m. at the Highway Department office.
