SUBJECTS FOR DISCUSSION:

1.      Meeting called to Order by Chairman Hartje. Present: Hartje, Stevens, Tollaksen and Netzinger.

Absent: Meister.

Also present: Muchow; Koenig; Carignan; Mike Rennhack, Bev Rennhack, Sal Okon – Rennhack Construction; Tim Stieve, Phil Raab – EMBS; Ron Schreiber – Walt’s Petroleum Service; Shannon Geurink – Northwest Petroleum; R. Johnson – METCO; Richard Schaper – Schaper Petro.

2.      Adopt Agenda. Motion by Tollaksen, seconded by Netzinger.

Motion carried.

3.      Adopt Minutes of Previous Meeting. Motion by Netzinger, seconded by Tollaksen.

Motion carried.

4.      Public Comment.

None.

5.      Communications.

Muchow discussed compliments and complaints received from general public regarding snowplowing and the recent blizzard.

No Action.

6.      Department: Parks

a.       Review and Approval of Vouchers. Discussion followed.

Motion by Tollaksen, seconded by Stevens to approve December 2010 bills in the amount of

$ 963.61 and to approve January 2011 bills in the amount of $ 988.61.

      Motion carried.

b.   Discuss Change Orders for Delton Dam Project, Appearance by Rennhack Construction.

Motion by Stevens, seconded by Tollaksen to approve Change Order #5 for Delton Dam Project in the amount of $ 51,500.00.

      Motion carried.

c.       Discuss Letter of Support for La Valle and Hemlock Lake Planning Grants.

Motion by Stevens, seconded by Netzinger to approve support for La Valle and Hemlock Lake Planning Grants.

Motion carried.

d.      Discuss Promotional Giveaways.

Motion by Netzinger, seconded by Tollaksen to approve promotional giveaways.

Motion carried.

e.       Discuss House at White Mound.

Motion by Tollaksen, seconded by Netzinger to authorize Koenig to remove structural components of the house at White Mound Park to restore the building back to it’s original log home state.

Motion carried.

f.       Discuss Delton Dam Use Agreement with the Village of Lake Delton.

No Action.

7.      Department: Highway

a.       Review and Approval of Vouchers. Discussion followed.

Motion by Tollaksen, seconded by Stevens to approve December 2010 bills in the amount of

$ 52,651.91 and to approve January 2011 bills in the amount of $ 583,647.93.

      Motion carried.

b.      Approve WisDOT 2011 Discretionary Traffic Maintenance Agreement.

Motion by Stevens, seconded by Netzinger to approve WisDOT 2011 Discretionary Traffic Maintenance Agreement.

Motion carried.

c.       Discuss Installation of Fiber Optics to Highway Shops.

No Action.

d.      Discuss Equipment Purchases for 2011.

No Action.

e.       Open Bids for Two (2) Above Ground Fuel Systems at 9:30 a.m.

Five (5) Bids were received for the Two (2) Above Ground Fuel Systems.

Motion by Tollaksen, seconded by Stevens to award Schaper Excavating & Petroleum LLC the bid for the two (2) above ground fuel systems in the amount of $ 149,039.14.

Motion carried.

f.       Consider Resolution Expressing Support for the United States Department of the Interior, Bureau of Indian Affairs (BIA), Indian Reservation Roads (IRR) Program as established under the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users, (SAFETEA-LU), Public Law 109-59.

Motion by Tollaksen, seconded by Stevens to express support for the United States Department of the Interior, Bureau of Indian Affairs (BIA), Indian Reservation Roads (IRR) Program as established under the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users, (SAFETEA-LU), Public Law 109-59.

Motion carried.

8.      Next Meeting. Motion by Netzinger, seconded by Tollaksen to adjourn to the next regular scheduled meeting set for Thursday, March 10, 2011 at 8:00 a.m. at the Highway Department office.
