1.      Meeting called to Order by Chairman Hartje. Present: Hartje, Meister, Stevens, Tollaksen and Netzinger.

Absent: None.

Also present: Muchow; Koenig; Carignan; Michelle Posewitz – S.C. Personnel; Marty Krueger – County Board of Supervisors Chair; Dan Fargen; Jason Schluter; Jon Pacl; Kurt Schadewalt; John Traxler – D.L. Gasser; Randy Boyd – Scott Const.

2.      Adopt Amended Agenda. Motion by Meister, seconded by Stevens.

Motion carried.

3.      Adopt Minutes of Previous Meeting. Motion by Stevens, seconded by Meister.

Motion carried.

4.      Public Comment.

5.      Communications.

-          Posewitz discussed possibilities of skills testing and/or extending probationary period for shop personnel to keep from signing out of shop.

No Action.

-          Dan Fargen, update on guided trail ride.

No Action.

6.      Department: Parks

a.       Review and Approval of Vouchers. Discussion followed.

Motion by Meister, seconded by Tollaksen to approve June 2011 bills in the amount of

$ 11,073.51.

      Motion carried.

b.   Update on Delton Dam Project.

Motion by Stevens, seconded by Tollaksen to approve installation of chain link fence at Mirror Lake Dam site.

Motion carried.

c.       Reconsider Deputizing of Park Ranger Position.

Motion by Meister, seconded by Netzinger to reconsider deputizing of Park Ranger Position.

      Motion carried.

Motion by Tollaksen, seconded by Stevens to table for one year.

      Motion carried.

d.      Update from Economic Development Committee.

No Action.

7.      Department: Highway

a.       Review and Approval of Vouchers. Discussion followed.

Motion by Stevens, seconded by Netzinger to approve June 2011 bills in the amount of

$ 253,362.72.

      Motion carried.

b.      Approve Filling of Vacant Welder Position.

Motion by Netzinger, seconded by Tollaksen to approve filling of vacant welder position.

Motion carried.

c.       Review and Approve Purchase of Snow Plow Equipment for New Tandem Trucks.

Motion by Meister, seconded by Netzinger to approve purchase of hydraulic systems for two tandem trucks from Madison Truck Equipment in the amount of $ 8,350.00/each.

      Motion carried

Motion by Stevens, seconded by Netzinger to approve purchase of two (2) snow plows and two (2) snow plow wings for the new tandem trucks from Universal Truck Equipment, Inc. in the amount of $6,299.00 each for the snow plows and $4,322.00 each for the snow plow wings.

      Motion carried.

d.      Discuss CTH B Highway Right of Way, Village of Plain.

Motion by Tollaksen, seconded by Stevens to approve transfer of highway right-of-way and forward the issue to Corporation Counsel.

Motion carried.

e.       Review and Approval of Mowing Lake Virginia and Huey Duck Lake Dams.

No Action.

f.       Open Bids for CTH G Paving Project at 9:00 a.m.

Two bids were received for the CTH G Paving Project.

Motion by Tollaksen, seconded by Stevens to award DL Gasser Construction the bid for the CTH G Paving Project in the amount of $ 461,740.00.

Motion carried.

g.      Open Bids for CTH CH Pulverizing and Finish Grading Project at 9:00 a.m.

Three bids were received for the CTH CH CHIP Pulverizing and Finish Grading Project.

Motion by Tollaksen, seconded by Meister to award DL Gasser Construction the bid for the CTH CH CHIP Pulverizing and Finish Grading Project in the amount of $ 14,350.00.

      Motion carried.

h.      Open Bids for CTH CH Paving Project at 9:00 a.m.

Two bids were received for the CTH CH CHIP Paving Project.

Motion by Tollaksen, seconded by Stevens to award DL Gasser Construction the bid for the CTH CH CHIP Paving Project in the amount of $ 152,700.00.

      Motion carried.

i.        Open Bids for CTH G, North of STH 154, Asphaltic Pavement Milling, Pulverizing, and Finish Grading Project at 9:00 a.m.

Three bids were received for the CTH G, North of STH 154, Asphaltic Pavement Milling, Pulverizing, and Finish Grading Project.

Motion by Stevens, seconded by Netzinger to award WK Construction Company the bid for the CTH G, North of STH 154, Asphaltic Pavement Milling, Pulverizing, and Finish Grading Project in the amount of $ 49,085.00.

      Motion carried.

j.        Open Bids for CTH G, North of STH 154, Paving Project at 9:00 a.m.

Two bids were received for the CTH G, North of STH 154, Paving Project.

Motion by Stevens, seconded by Meister to award DL Gasser Construction the bid for the CTH G, North of STH 154, Paving Project in the amount of $ 270,620.00.

      Motion carried.

k.      Update on County Road Construction Program.

No Action.

l.        Discuss Highway Department Fiber Optic Project.

No Action.

8.      Next Meeting. Motion by Meister, seconded by Stevens to adjourn to the next regular scheduled meeting set for Thursday, August 11, 2011 at 8:00 a.m. at the Highway Department office.
