A quorum of the Sauk County Executive & Legislative Committee will be present at this meeting due to three supervisors serving on both Executive & Legislative and Finance committees.

- Election of Chairperson for this joint committee meeting.

The meeting was called to order by Finance Committee Chairperson Bychinski at 8:15 AM. Certification of open meeting compliance was given. Motion by Tollaksen to nominate Bychinski to serve as chair of the joint meeting, second by Stevens. Motion by Sinklair to nominate Halfen to serve as chair of joint meeting, no second. Motion to close nominations by Tollaksen, second by Bach, nominations closed. Vote called: Law Enforcement and Judiciary Committee: Halfen-Aye, Sinklair- Nay, Stevens-Aye, Tollaksen-Aye. Finance Committee: Bach-Aye, Bychinski-Aye, Fordham-Aye, Lane-Aye, Wenzel-Aye. Motion carried.
Motion by Tollaksen to adopt the agenda, second by Fordham. Motion carried.
Krueger stated that in absence of George Johnson he will participate and vote in the meeting. Bychinski confirmed that current County Supervisors may participate in the discussion.
Public Comment
- Sharon Terry gave her perspective, opposes keeping Unit A open.
- Robert Utley commented concerning state inmate numbers declining, opposes keeping Unit A open.
- Ben Stewart commented on the size and efficiency of jail, opposes keeping Unit A open.
- George Althoff commented on jail revenues and expenses.
- Lee Grover stated opposition to Unit A.
- Carol Jeffers asked committees to consider and examine the wants, needs and economy.
- Dan Holzman stated the need to consider economy and budget cuts to stay away from further tax impact.
- Don Ennis stated he was encouraged by the meeting and information.
Review of jail unit performance in 2009 and 2010.
Bach reviewed handouts and analysis he prepared. Discussion regarding Bach’s analysis.
Discussion of trends in inmate populations, and corrections.
Labor costs and staffing levels were discussed. Stammen and Hafeman commented on the population, statutory classification of inmates and jail safety. Closing costs and timeline for closing Unit A were discussed. The future and status of the Department of Corrections (DOC) contract were discussed. Liebman will review the DOC contract. Stammen expressed confidence in the DOC contract and encouraged keeping Unit A open.
Consideration of resolution regarding continued operation of jail operation utilizing Unit A
Motion by Bach to close jail Unit A in an orderly and well-reasoned manner, second by Sinklair. Law Enforcement and Judiciary Committee: Halfen-Aye, Krueger-Aye, Sinklair-Aye, Stevens-Nay, Tollaksen-Aye. Finance Committee: Bach-Aye, Bychinski-Aye, Fordham-Aye, Lane-Aye, Wenzel-Aye. Motion carried.
Motion by Krueger to adjourn the meeting, second by Lane. Motion carried.
