REASON FOR MEETING: REGULAR
A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board Of Trustees; Highway Committee; Human Services Board; Land Resources & Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee and Property Committee. No governing body will exercise any responsibilities, authority or duties except for the Finance Committee. It is possible that a quorum on county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

Others present: Pat Dederich, Liz Geoghegan, Rev. Bill Harris, Lynn Horkan, Brent Miller and Stefka Zomer
The meeting was called to order by Chair Krueger at 9:05 AM. Certification of open meeting compliance was given. Motion by Flint, second by McCumber to adopt the agenda. Motion carried. Motion by McCumber, second by Eberl to adopt the minutes of the previous meeting for January 5, 2022. Motion carried.

Update on possible 2022 budget overrun for Surveyor.
Dederich presented report to Sauk County Finance Committee regarding 2022 Surveyor Department Budget overrun. Discussion followed.
Discussion and possible action with regards to inter-departmental invoicing from County Surveyor to other departments.
The committee directed Dederich to invoice Highway and Treasurer Department, as per the Inter-departmental Financial Policy, to be reimbursed for 2022 expenses. For future, Surveyor will work with Highway Commissioner for known construction projects.
Update and possible consideration for the American Rescue Plan (ARPA) funds.
Horkan presented the American Rescue Plan Act (ARPA) Funds use report. Miller stated that some projects are completed, some are in progress. Rev. Bill Harris, President of People Helping People (PHP) thanked the board that his nonprofit organization was selected to be one of the recipients of ARPA funds. PHP gives opportunity for new career change for many in need. PHP is working together with local businesses, Madison College and Department of Workforce Development. Discussion followed. Motion by McCumber, second by Eberl to approve the use of ARPA funds to continue the lease for PHP for 12 months. Motion carried.
Presentation of quarterly accounts receivable reports as of December 31, 2022.
Horkan presented the quarterly accounts receivable reports. Discussion followed.
Presentation of County financial reports.
Horkan reviewed the financial reports. Sales tax revenue and interest rates remain strong compared to budget. 2022 is preliminary, there is a lot to do to wrap up the year.
Treasurers Department Update.
Geoghegan reviewed departmental activities, financial reports, year-to-date budget report and investment report. Motion by Flint, second by Eberl to approve invoices of $819.51 for 2022 expenses. Motion carried. Motion by Flint, second by Eberl to approve invoices of $4,364.73 and $152,628.77 for 2023 expenses.
Accounting Department Update.
Horkan reviewed departmental activities, financial reports and year-to-date budget report. Motion by Flint, second by Dorner to approve invoices of $120,304.29 for 2023 expenses. Motion carried. Motion by McCumber, second by Flint to approve committee payments for $12,698.04. Motion carried.
Next meeting:
Thursday, March 2, 2023, at 9:00 am – regular meeting.
Motion by Flint, second by McCumber to adjourn the meeting at 10:49am. Motion carried.
