Executive & Legislative Committee

Tuesday, April 14, 2020 at 3:00 p.m.

Vice-Chair Hambrecht called the meeting to order at 3:02 p.m. and compliance with the open meeting law was verified.

MOTION (Czuprynko/Riek) to adopt the agenda.  Motion carried unanimously.

MOTION (Vedro/Kriegl) to approve the minutes from the regular meeting on March 3, 2020; the minutes from the special meetings on March 12, 2020 and March 17, 2020; and also to approve the minutes from the January 7, 2020 Corporation Counsel portion of the minutes and the closed session minutes from the January 7, 2020 meeting taken by Corporation Counsel.  Motion carried unanimously.    

Communications:  None.

Discussion and Consideration of Structure and Possible Amendments to the Rules of the Board:

MOTION (Vedro/Riek) to make a recommendation to postpone the Rules of the Board to the Midterm Meeting.  Supervisor Riek suggested a friendly amendment to maintain the Current Rules of the Board until the new Board decides to take up the Proposed Rules.  Chair Vedro accepted the friendly amendment to his motion.  Supervisor Czuprynko suggested e-mailing all current and newly elected County Board Members the current Rules of the Board and all proposed Rules of the Board.  Motion carried unanimously. 

Discussion and Decision on potential extension of CDBG-CLOSE RFP Deadline: 

MOTION (Riek/Vedro) to postpone the extension of CDBG-CLOSE RFP deadline until June 1, 2020.  Motion carried unanimously.

Report and Update on Supervisor Czuprynko’s Conversation with Rep. Ballweg Concerning Sales Tax in Relation to Coronavirus:  Supervisor Czuprynko deferred this meeting to the May E&L meeting.

Request from ADRC to authorize proper County officials to enter into a contract with a third-party vendor for the purchase of prepared meals:  MOTION (Vedro/Czuprynko) to approve the resolution with added language recommended by the committee.  Motion carried unanimously. 

Discussion and Consideration of Resolution Recognizing the First Week in May as Public Service Week:

MOTION (Czuprynko/Vedro) to approve the resolution and forward to County Board for approval.  Motion carried unanimously.

Recommendations Regarding Conduct of Organizational Meeting and Extension of the Sauk County Emergency Declaration ending April 30, 2020:

MOTION (Vedro/Kriegl) to bring the item to the floor for discussion.

Bretl gave the committee a brief overview regarding his memo to the County Board Supervisors (Handout on file).

Discussion took place among the committee and attending County Board Supervisors.

MOTION (Vedro/Kriegl) to accept recommendation from the Interim Administrative Coordinator with all provisions discussed.  VOTE:  AYES (4)  Vedro, Hambrecht, Riek and Kriegl.  NAYS (1) Czuprynko.  Motion carried. 

MOTION (Czuprynko/Riek) to set the next regular meeting of E&L to Tuesday, May 5, 2020 at 3:00 p.m.  Motion carried

unanimously and the meeting adjourned at 4:35 p.m.
