Executive & Legislative Committee

Tuesday, May 1, 2018 at 9:00 a.m.

Sauk County West Square Building, Room 213, 505 Broadway, Baraboo WI

 

Members Present:  Vedro, Hambrecht, Czuprynko, Kriegl and Wenzel

Members Absent:   

County Personnel:  Jeff Jelinek, Emergency Management Director; Steve Pate, MIS Coordinator; Becky Evert, Sauk County Clerk; Debra O’Rourke, Interim Corporation Counsel; Alene Kleczek Bolin, Administrative Coordinator and Michelle Posewitz, Personnel Director.

County Personnel Absent:   

Others Present:   Chuck Spencer and Tim Damos

 

Chair Vedro called the meeting to order at 9:00 a.m. and compliance with the open meeting law was verified.

 

MOTION (Hambrecht/Wenzel) to adopt the agenda.  Motion carried unanimously.

 

Supervisors could not see the previous draft minutes on their ipads, therefore, approval of minutes was postponed to later in the meeting to give members a chance to review the minutes. 

 

Public Comment:  None.

 

Communications: 

a)  Letter from 2018 WCA Annual Business Meeting Resolutions.

 

Jeff Jelinek, Emergency Management:

a)  Jelinek presented the monthly report and list of bills for his department. 

MOTION (Wenzel/Hambrecht) to approve bills in the amount of $577.18                 .  Motion carried unanimously.

 

Steve Pate, MIS Department:

a)  Pate presented the monthly report and list of bills for his department. 

MOTION (Wenzel/Czuprynko) to approve bills in the amount of $301,495.22.  Motion carried unanimously. 

b)  Consideration of computer donation requests.

MOTION (Czuprynko/Hambrecht) to approve the computer donation.  Motion carried unanimously. 

 

Becky Evert, Sauk County Clerk:

a)  Evert presented the monthly report and list of bills for her department. 

MOTION (Czuprynko/Hambrecht) to approve bills in the amount of $16,860.29.  Motion carried unanimously.

b)  Consideration of Ordinance Amending Sauk Co. Code, Chapter 1, Supervisory District Plan, Changing Supervisory District Boundaries Resulting From City Of Baraboo Annexations. 

c)  Consideration of Ordinance Amending Sauk Co. Code, Chapter 1, Supervisory District Plan, Changing Supervisory District Boundaries Resulting From Village Of Prairie Du Sac Annexations.

d)  Consideration of Ordinance Amending Sauk Co. Code, Chapter 1, Supervisory District Plain, Changing The Supervisory District Boundaries Resulting From City Of Reedsburg Annexations And Detachment.

e)  Consideration of Ordinance Amending Sauk Co. Code, Chapter 1, Supervisory District Plan, Changing The Supervisory District Boundaries Resulting From City Of Reedsburg Annexation. 

f)  Consideration of Ordinance Amending Sauk Co. Code, Chapter 1, Supervisory District Plan, Changing The Supervisory District Boundary Between District 31 And District 28 Resulting From Village Of Prairie Du Sac Annexation.
MOTION (Wenzel/Czuprynko) to approve ordinances b-f and forward to county board for approval.  Motion carried unanimously.  

 

MOTION (Hambrecht/Wenzel) to approve the minutes of the regular meeting on April 2, 2018 and the special meetings on April 17, 2018 and April 24, 2018. Motion carried unanimously.

 

Debra O’Rourke, Interim Corporation Counsel Department: 

a)  O’Rourke presented the monthly report and list of bills for the department. 

MOTION (Czuprynko/Kriegl) to approve bills in the amount of $2,200.00 and $448.00.  Motion carried unanimously.

 

Alene Kleczek Bolin, Administrative Coordinator:

a)  Kleczek Bolin presented the monthly report and list of bills for her department.

MOTION (Czuprynko/Kriegl) to approve the bills in the amount of $211.82.  Motion carried unanimously.

b)  Kleczek Bolin presented the Criminal Justice Program monthly report and list of bills for the department.

MOTION (Czuprynko/Wenzel) to approve the bills in the amount of $9,104.39.  Motion carried unanimously. 

 

Update On Corporation Counsel Recruitment:

Posewitz gave a brief update on the recruitment. 

 

Consideration of Resolution Authorizing Reimbursement For Attendance At WCA Conference In La Crosse:

MOTION (Czuprynko/Kriegl) to approve resolution and forward to county board for approval.  Motion carried

unanimously.

 

Authorizing Reimbursement For Attendance At County Officials Workshops (COWS) Presented By UW-Extension Local Government Center And Wisconsin Counties Association: 

MOTION (Kriegl/Czuprynko) to approve resolution and forward to county board for approval.  Motion carried

unanimously. 

 

Discussion and Consideration of Rules of the Board:

O’Rourke distributed a copy of the Rules of the Board to all members of the committee.  Discussion took place among the committee regarding the highlighted changes. 

 

Discussion and Consideration of Citizen Committee Appointments:

Discussion of Process.

Chair Vedro gave a brief overview on the process. 

MOTION (Wenzel/Kriegl) to accept the process.  Motion carried unanimously. 

Discussion and Consideration of Specific Citizen Committee Appointments.

MOTION (Czuprynko/Hambrecht) to approve appointments.  Motion carried unanimously.

 

Consideration of Resolution To Conduct Countywide Advisory Referendum On Creation Of Non-Partisan Procedure For The Preparation Of Legislative And Congressional Redistricting Plans.

MOTION (Wenzel/Kriegl) to approve the resolution and forward to county board for approval.  Motion carried.

MOTION (Czuprynko/Kriegl) to adjourn until June 5, 2018 at 9:00 a.m.  Motion carried unanimously and the meeting adjourned at 11:45 a.m.
