  1. Creation of a Constitutional Amendment stating that a Corporation is not a person, and money is

not speech, effectively reversing the Supreme Court decision in Citizens United.

MINUTES

 

 

Executive & Legislative Committee - Special

Tuesday, April 24, 2018 at 9:00 a.m.

Sauk County West Square Building, Room 213, 505 Broadway, Baraboo WI

 

Members Present:  Vedro, Hambrecht, Czuprynko, Kriegl and Wenzel

Members Absent:   

County Personnel:  Becky Evert, Sauk County Clerk; Debra O’Rourke, Interim Corporation Counsel and Alene Kleczek Bolin, Administrative Coordinator

County Personnel Absent:   

Others Present:   Lisa Wilson, Bryant Hazard, Tim Damos and Tim McCumber

 

Chair Vedro called the meeting to order at 9:00 a.m. and compliance with the open meeting law was verified.

 

MOTION (Czuprynko/Kriegl) to approve the amended agenda.  Motion carried unanimously.

 

Public Comment:  None.

 

Communications:  None.  

 

Discussion and consideration of committee assignments:

MOTION (Czuprynko/Kriegl) to approve the Conservation, Planning & Zoning committee assignments.  Motion carried unanimously. 

 

Supervisor Wenzel was excused to attend the Conservation, Planning and Zoning meeting.  Remaining committee appointment approvals will take place at the end of the meeting, in hopes that Supervisor Wenzel will be back from the Conservation, Planning and Zoning committee meeting to approve appointments.

 

Discussion and consideration of Letter on Principles and Organizational Structure from E&L to all Employees.

Discussion among the committee took place.  Supervisor Vedro will send out the letter to all employees on behalf of the Executive & Legislative Committee. 

 

Discussion of Countywide Advisory Referendums for November ballot:

 Creation of Nonpartisan Procedure for the Preparation of Legislative and Congressional Redistricting Plans.
Creation of Constitutional Amendment stating that a Corporation is not a person, and money is not speech, effectively reversing the Supreme Court decision in Citizens United.

Discussion took place among the committee.  Committee consensus was that the committee vote will take place at the next regularly scheduled Executive & Legislative meeting.

 

Discussion and consideration of forming an ad-hoc committee regarding the establishment of remote electronic participation in county board and committee meetings:

Discussion took place among the committee.  Committee consensus was to put this item on the June Executive & Legislative meeting agenda and for the committee to work through a process to establish remote electronic participation in meetings.

 

Supervisor Vedro called a break at 10:10 a.m. 

 

Meeting resumed at 10:20 a.m.
 

Discussion and consideration of committee assignments:

MOTION (Hambrecht/Kriegl) to approve all remaining committee assignments and forward to county board for approval.  Motion carried unanimously.

MOTION (Hambrecht/Czuprynko) to adjourn until May 1, 2018 at 9:00 a.m.  Motion carried unanimously and the meeting adjourned at 10:47 a.m.
