Executive & Legislative Committee

Tuesday, October 2, 2018 at 9:00 a.m.

Members Present:  Hambrecht, Czuprynko, Kriegl and Wenzel

Members Absent:   Vedro

County Personnel:  Jeff Jelinek, Emergency Management; Steve Pate, MIS Coordinator; Becky Evert, Sauk County Clerk; Daniel Olson, Corporation Counsel and Alene Kleczek Bolin, Administrative Coordinator

County Personnel Absent:                          

Others Present:    Jeff Hoffman, Chuck Spencer, Tim Damos, Shane Gibson & Regina Baldwin

 

Vice-Chair Hambrecht called the meeting to order at 9:00 a.m. and compliance with the open meeting law was verified.

 

MOTION (Czuprynko/Kriegl) to adopt the agenda.  Motion carried unanimously.

 

MOTION (Czuprynko/Kriegl) to approve the minutes of the Regular Meeting on September 4, 2018 and the

Special Meeting on September 18, 2018.  Motion carried unanimously. 

 

Public Comment:  

a)  Bill Dagnon, re:  in favor of referendums on ballot & against the 2/3 resolution on referendums.

 

Communications:  None.

 

Jeff Jelinek, Emergency Management:

a)  Jelinek presented the monthly report and list of bills for his department. 

MOTION (Czuprynko/Wenzel) to approve bills in the amount of $8,871.67.  Motion carried unanimously.

b)  Discussion of 2019 Budget.

 

Steve Pate, MIS Department:

a)  Pate presented the monthly report and list of bills for his department.

                i)  Update on Law Enforcement System.

MOTION (Czuprynko/Kriegl) to approve bills in the amount of $110,592.13.  Motion carried unanimously. 

b)  Consideration of computer donation requests:  None. 

c)  Discussion of 2019 Budget.

d)  Possible closed session pursuant to Wisc. Stats. 19.85(1) (c) Considering employment, promotion, compensation or performance evaluating data of any public employee over which the body has jurisdiction or exercises responsibility.  Review of Steve Pate, MIS Director.

MOTION (Wenzel/Czuprynko) to go into closed session pursuant to Wisc. Stats (1) (c) Considering employment, promotion, compensation or performance evaluating data of any public employee over which the body has jurisdiction or exercises responsibility.  Review of Steve Pate, MIS Director allowing Kleczek Bolin to remain. 
Roll Call:  AYES:  (4) Hambrecht, Czuprynko, Kriegl and Wenzel.  NAYS:  (0).  ABSENT:  (1)  Vedro. 

Motion carried unanimously. 

 

MOTION (Wenzel/Czuprynko) to reconvene in open session following closed session.  Motion carried unanimously.

a)  Evert presented the monthly report and list of bills for her department. 

MOTION (Czuprynko/Kriegl) to approve bills in the amount of $5,634.28.  Motion carried unanimously.

Daniel Olson, Corporation Counsel Department: 

a)  Olson presented the monthly report and list of bills for his department.

Alene Kleczek Bolin, Administrative Coordinator:

a)  Kleczek Bolin presented the monthly report and list of bills for her department.

                i.  Budget.

                ii.  Departmental Output and Outcome.

MOTION (Czuprynko/Wenzel) to approve the bills in the amount of $12,275.10.                  Motion carried unanimously.

b)  Kleczek Bolin presented the Criminal Justice Program monthly report and list of bills for the department.

                i.  Budget.

                ii.  Departmental Output and Outcome.

MOTION (Czuprynko/Hambrecht) to approve the bills in the amount of $15,145.47.  Motion carried unanimously.

c)  Discussion of 2019 Budget (Criminal Justice Program and Administration).  Kleczek Bolin gave a brief update. 

d)  Discussion of CDBG Closeout Program.            

e)  Possible Lease of Vehicle for Criminal Justice Coordinating Programs.  Baldwin gave a brief overview.

 

Discussion And Consideration Of Board Dynamic Analysis – Jeff Hoffman:

Hoffman addressed the committee.  Discussion took place among the committee.

MOTION (Wenzel/Kriegl) to proceed with a Board Dynamic Analysis resolution.  Motion carried unanimously. 

 

 

 

Consideration of Resolution Amending Sauk Co. Code, Chapter 1, Supervisory District Plan, Changing The Supervisory District Boundary Between District 31 and District 29 Resulting From Village of Prairie du Sac Annexation:

MOTION (Wenzel/Kriegl) to approve the resolution and forward to October County Board for approval.

MOTION (Czuprynko/Kriegl) to postpone the until the November E&L meeting.  Motion carried unanimously.

 

Consideration of Resolution on Proposed Board Rule III. E. Advisory Referendum Timing and Vote Requirements and Consideration of Citizen Advisory Referendum Approval Process.

Discussion took place among the committee.   MOTION (Czuprynko/Wenzel) to approve the resolution and forward to

October County Board for approval.  Motion carried unanimously. 

 

MOTION (Czuprynko/Kriegl) to set the next meeting date to Monday, November 5, 2018

 

MOTION (Kriegl/Czuprynko) to adjourn until November 5, 2018 at 9:00 a.m.  Motion carried unanimously and the meeting adjourned at 11:21 a.m.
