Executive & Legislative Committee

Tuesday, January 5, 2016 at 9:00 a.m.

Sauk County West Square Building, Room 213, 505 Broadway, Baraboo WI

 

Members Present:  Krueger, Fordham, Polivka and Fish

Members Absent:   Czuprynko

County Personnel:  Jeff Jelinek, Emergency Management; Janelle Krueger, Criminal Justice Coordinator; Steve Pate, MIS Coordinator; Becky Evert, Sauk County Clerk; Todd Liebman, Corporation Counsel and Brentt Michalek, Interim Administrative Coordinator

 

Others Present:   Bill Orth, Human Services Director

 

Chair Krueger called the meeting to order at 9:00 a.m. and compliance with the Open Meeting Law was verified.

 

MOTION (Polivka/Fish) to adopt the amended agenda.  Motion carried unanimously.

 

MOTION (Fordham/Polivka) to approve the minutes of the regular meeting December 2, 2015 and the special meeting December 4, 2015.  Motion carried unanimously.

 

Public Comment:   None.

 

Communications: 

a) WCA Invite:  01/25/16 Educational Seminar – “County Board Organizational Meeting”

b) 12/31/2015 Appointment Letter:  Sauk County Representatives to WDBSCW

c) Administrative Coordinator status update from Moffett & Associates

 

Jeff Jelinek, Emergency Management:

a) Jelinek presented the monthly report and list of bills for his department.  MOTION (Fordham/Fish) to receive the report and approve bills in the amount of $569.48.  Motion carried unanimously.            

 

Janelle Krueger, Criminal Justice Coordinator:

a)  J. Krueger presented the monthly report and list of bills for her department. 

MOTION (Polivka/Fordham) to receive the report and approve bills in the amount of $7,677.34 (2015) and $186.78 (2016).  Motion carried unanimously. 

 

Consideration of Resolution with Options Laboratory:

J. Krueger gave an overview of the resolution and answered questions of the committee. 

MOTION (Polivka/Fordham) to approve and forward to county board for their consideration at the January 19, 2016 meeting.  Motion carried unanimously.

 

 

 

Consideration of Resolution for Stepping up Initiative:

J. Krueger gave an overview of the resolution and answered questions of the committee. 

MOTION (Fish/Fordham) to approve and forward to county board for their consideration at the January 19, 2016 meeting.  Motion carried unanimously.

 

Consideration and Action on CJCC By-Laws:

J. Krueger gave an overview of the presented changes to the CJCC by-laws.    MOTION (Polivka/Fordham) to approve the proposed changes to the by-laws and forward to the CJCC committee for approval.

 

Steve Pate, MIS Department:

a)  Pate presented the monthly report and list of bills for his department.  MOTION (Fordham/Polivka) to receive the report and approve bills in the amount of $155,782.36 (2015). Motion carried unanimously. 

b)  Computer donations - none.

 

Becky Evert, County Clerk Department:

a)  Evert presented the monthly report and list of bills for her department.  MOTION (Fish/Polivka) to receive the report and approve bills in the amount of $2,410.84 (2015) and $10,997.00 (2016).  Motion carried unanimously.   

b)  Discussion on Act 79.  Consensus of the committee is to continue our process of posting agendas as we currently do.

 

Todd Liebman, Corporation Counsel Department:  Liebman presented the monthly report and list of bills for his department.  MOTION (Polivka/Fish) to receive the report and approve bills in the amount of $2,183.71 (2015).  Motion carried unanimously.

 

Consideration of Resolution in Opposition to Senate Bill 326/Assembly Bill 429 Affecting Child Welfare Practice.  Bill Orth, Human Services Director gave an overview of the resolution.  Discussion took place in support of this resolution.  MOTION (Polivka/Fish) to approve and forward to county board for their consideration at the January 19, 2016 meeting.  Motion carried unanimously.

 

Brentt Michalek, Interim Administrative Coordinator:

a)  Michalek presented the monthly report and list of bills for the department. 

MOTION (Fordham/Polivka) to receive the report and approve bills in the amount of $30.37 (2015).  Motion carried unanimously.  

 

County Board Chair Report:

a)  Chair Krueger presented his monthly report of meetings, activities and concerns over the past month and highlighted upcoming events and meetings.   

 

Consideration of Attendance of 01/25/16 WCA Educational Seminar-Stevens Point.

MOTION (Polivka/Fish) to approve attendance for up to two (2) E&L members to attend  the 01/25/16 WCA Educational Seminar-Stevens Point and paying per diem and mileage to each individual.  Motion carried unanimously.

 

 

Denying the claims of Joseph and Margaret Larsen and Christmas Mountain Campground Association, U.A.  MOTION (                Polivka/Fish) to approve and forward to the board for their consideration at the January 19, 2016 meeting.  Motion carried unanimously.

 

MOTION (Fish/Polivka) to adjourn until February 2, 2016 at 9:00 a.m.  Motion carried unanimously and the meeting adjourned at 11:10 a.m.
